The events in Northern Mitrovica where a Ukrainian UNMIK policeman lost his life in clashes with the armed Serbs who had occupied the Court building are rather unfortunate. The injuries of many other people are also deplorable.
But I don't see anybody questioning why this happened? Well, let me remind you...the burning of the custom offices and the occupation of the Court building were clear efforts to creating a momentum for the destabilisation in Kosova by the Serbian government. The responsibility for what happened lies with them. There is not going to be any partition or going back after independence day.
As for Galluci he can resign and go back to the US. His strategy of talk or in fact 'talk to talk' would not have worked in a million years with Serb hard-heads, employees of the Serb Ministry of the Interior and others at the service of the Serb government.

Wow, that was some report. Really really good on Galucci, and I say that as posters here know me as a supporter of total independence for Kosova. No, no-one can prevent Kosova independence. No, no-one can prevent Serbs in the north rejecting it and choosing to remain part of Serbia.

Which really makes one think what was behind this disastrous decision by some circle inside UNMIK to try to force the issue, despite and apparent agreement with Serbia’s Kosovo Minister 6 hours earlier. Interesting what Galucci says:

“the use of force will only lead to violence that will probably accelerate the partition or will lead to new ethnic cleansing”. He also notes, correctly, “One positive aspect is that during the events Monday, Serbs did not disturb or attack Albanians in northern Mitrovica.”

Indeed, is it really likely that the knuckleheads ordering this operation thought they could subdue 60,000 peoples who have run their own statelet since 1999? Or is it perhaps more likely that a little spectacular force, with a few expendable Ukrainian and Serb victims, may have been necessary to inflame the situation to force a partition? And perhaps, with the prediction that Serbs might attack Albanians in the north, and vice versa in the south, to make it final? So that the countries so officially opposed to partition will be able to save face by saying, like after March 2004, nothing else can be done, and just as independence is a “unique case”, so likewise this partition will be also a “unique case”, but it wasn’t “our fault.”

Just speculation of course, as the only other explanation seems to be stupidity.

Not that I am in favour of partition, just if it’s inevitable no-one can stop it. I’m not in favour because it leaves the majority of K Serbs scattered around the south, with their major centre chopped out, and making Serb refugee return more difficult, while also leaving 40,000 Albanians cleansed form northern Mitrovica, and major resources lost to Kosova. So what’s the solution?

Rusty says:
“I hope his views on strong regional decentralisation are not swept away with his departure”

Well of course strong regional decentralisation, especially for Serb areas, which can even maintain direct financial links to Belgrade, is the very basis of the Ahtisaari Plan that Serbia rejects, not just this guy’s views.

Tom replies:
“If by "strong regional decentralisation" you mean some form of quasi-autonomous local government north of the Ibar, I do not believe this is enough to satisfy the local Serbs”

Perhaps this is the case, as it seems. The answer therefore lies half way between this Serb autonomy within Kosova, and complete separation along an international border at the Ibar. The only thing in between is a Cyprus-style Annan Plan for Kosova, a “soft” partition, with the Albanian entity and the Serb entity forming an independent Kosova federation. It would be much easier for isolated Serb enclaves in the south to be part of a Serb quasi-state within Kosova than to be part of another country north of the Ibar.

This is what happens when someone like Gallucci starts to tell the truth. They are no longer welcome to serve the UN.

This reminds me of the time General Lewis MacKenzie told the truth about where the mortars that hit that market in Sarajevo came from. Contrary to popular belief that they came from the Serbian positions he corrected that and then was quickly replaced by another general more willing to play by the rules of US.

Gen. MacKenzie found another way to tell the truth. He wrote a book. Perhaps Mr. Gallucci will write a book one day too. I'm sure they won't stock it in Pristina.

KS the article mentions three groups that were involved and one person from that three group area was killed. It doesn't say a civilian was killed.

Also, for you to say "only a KFOR soldier" was killed is clear amplification of the mentality of people that believe in an enthnically pure state.

Here is what george bush did after the close of the media business on Wednesday so that the american public would never learn of his action. I found it on the white house website:
Memorandum for the Secretary of State

Presidential Determination No. 2008-15
SUBJECT: Eligibility of Kosovo to Receive Defense Articles and Defense Services under the Foreign Assistance Act of 1961, as Amended, and the Arms Export Control Act, as Amended
Pursuant to the authority vested in me by the Constitution and the laws of the United States, including section 503(a) of the Foreign Assistance Act of 1961, as amended, and section 3(a)(1) of the Arms Export Control Act, as amended, I hereby find that the furnishing of defense articles and defense services to Kosovo will strengthen the security of the United States and promote world peace.
You are authorized and directed to transmit this determination to the Congress and to arrange for the publication of this determination in the Federal Register.
GEORGE W. BUSH

bush is going to give weapons to the albanians in Kosovo so that they can ethnically cleanse the Serbs out of Kosovo. There is no reason for the us to give weapons to the albanians other than that purpose. KFOR is supposed to be there for security so why do the albanians need us weapons? This is exactly what the us did in croatia to chase the Serbs out of Krajina. This proves what I posted before: The us is the real enemy of the Serbian people. The us and the eu cannot be trusted. I hope the Serbian people read this post and remember it when they vote on May 11. Serbia needs military assistance from Russia in order to survive. The us is the most powerful enemy that Serbia has ever faced in its long history.

It really frustrates me that the Serbian nation are being demonised and the so called super western powers are all being bullied by America into recognising this part of Serbia. Unfortunately, despite what our Albanian terrorists and western muppets think. Kosovo will always be a part of Serbia. I have said before that Serbia does not need to be a full member of the EU - it can develop trade agreements without being a full member - if Serbia did become a member it would only be used a slave labour to the US. China is developing a great economy - and will never recognise Kosovo - neither will Russia - so how will Kosovo ever become a country?

By the same token, we cannot force those who reject it to accept it. Not only have we no moral or legal basis to use force, but it yields no results," Gallucci concludes his damning report.

Thanks Mr Galluci, thanks for giving us another side of the story, thanks for having the courage of not cowardly accepting all what is being dictated by irresponsible politicians! Hopefully you will go the next step and denouncing this miserable political act of pseudo illegal recongnition.
Thanks to DelPonte too for having the courage to write about your frustration coming out of the quasi inexistant cooperation of Unmik in chasing and arresting all the KLA terrorists! You are a US person non grata and that says all, a lot of pseudo politicians must start feeling a stinky sweat around them for all what they have been trying to cover up for so many years.

Unusual courage that an international official is prepared to literally 'walk the walk' when it comes to Kosovo.
Pristina cannot continue to pretend that the demographics north of the Ibar can be completely ignored.
I hope his views on strong regional decentralisation are not swept away with his departure.

Rusty,

If by "strong regional decentralisation" you mean some form of quasi-autonomous local government north of the Ibar, I do not believe this is enough to satisfy the local Serbs, especially in the context of a state ruled from Pristina.
Peace.

His resignation comes two days after the violence flared up in the town between UNMIK and KFOR troops and local Serb civilians, killing one, and injuring more than 100 people.

B92 let me happily correct your error. No civilian has died, only a KFOR soldier.
This part should read, "violence flared up after Serbs attacked UN and KFOR".
(KS, 19 March 2008 21:36)

I don't understand what you are trying to correct? The article does not suggest that civilian has died. I presume that you are implying that Serbs as defenders of their lands are at fault here?

It really frustrates me that the Serbian nation are being demonised and the so called super western powers are all being bullied by America into recognising this part of Serbia. Unfortunately, despite what our Albanian terrorists and western muppets think. Kosovo will always be a part of Serbia. I have said before that Serbia does not need to be a full member of the EU - it can develop trade agreements without being a full member - if Serbia did become a member it would only be used a slave labour to the US. China is developing a great economy - and will never recognise Kosovo - neither will Russia - so how will Kosovo ever become a country?

Just like in Bosnia and Croatia, those officials who don't adhere to officialdom, are forced to resign, they are retired, rotated to other positions elswhere, etc.

Resigned 2 days after the riots huh?
Something 'fishy' here...

If UNMIK says it's just 'an internal matter', then you just KNOW it's nothing of the kind.

Someone should really find this guy & have a chat..

Lets hope Gallucci spills the beans and exposes the sinister acts being planned by UNMIK.

It wont be too long before Serbs take full control of their regions.

This gives hope that there are still decent people who will refuse a huge pay check just because they don't like the politics they are supposed to follow...
Thanks Mr. Galucci, this gives hope that there are still people who accept the truth as it is and not as it is served to you!

The arm twisting made to 'convince' coutries to recon this illegal act is becoming a farce and prove one more time, if necessary, what a stupid unthoughtfull move it was.

"Albanians must be made to understand clearly: leave the north to us, live in peace and stop threatening with violence. We heard that Premier Thaci's been telling people he's been "having trouble controlling the Drenica boys". We did not annul the unilateral declaration of independence because we could not stop it. By the same token, we cannot force those who reject it to accept it. Not only have we no moral or legal basis to use force, but it yields no results," Gallucci concludes his damning report.

Waooo, another piece of truth, the puzzle is getting more and more interesting and the potatoe hotter and hotter!

This gentleman is to be applauded; he actually has principles! Ratko, I only hope that Western guile cannot get around the Russian/Chinese veto of "Kosova's" UN aspirations! They have not fulfilled and never will fulfill basic requirements of a nation state! Already their Greater Albania plan is evident and due to their Western support they have no incentive whatsoever to join the rest of the world in the 21st century!!

Here is what george bush did after the close of the media business on Wednesday so that the american public would never learn of his action. I found it on the white house website:
Memorandum for the Secretary of State
White House News

KS the article mentions three groups that were involved and one person from that three group area was killed. It doesn't say a civilian was killed.

Also, for you to say "only a KFOR soldier" was killed is clear amplification of the mentality of people that believe in an enthnically pure state.
