Well, if THAT is what Serbian or Russian government does propose, it's nearly a bogus. I am very upset.
Citizens of Croatia, Serbia, Macedonia, Crna Gora and to my best knowledge also Bosnia can travel to Russia without visa: if they have invitation or vaucher. There is nothing new.
Same is in the opposite direction. I know it pretty well and during the time of SFRJ I HAD TO KNOW IT WELL. :)
Both the Serbian and Russian visa was essentially an option many travelers did opt for because they had bogus vauchers and the consulates knew, these bogus vauchers are worth nothing - but did exchange them for a REAL visa for a nominal fee.

Please read precisely the wording! "... визу, приобрести туристический ваучер ИЛИ получить специальное приглашение", again: "ИЛИ". That "ИЛИ" is a known practice.

Basically... citizens of Cuba can enter Russia on better condition than citizens of Serbia, Crna Gora, Croatia, Macedonia, Bosnia. But still, they don't need visa. This is an old document, nothing new.
It looks either like the Russian and Serbian foreign ministers are not quite sure, what is the current practice... or essentially CRACKED DOWN on the current very relaxed visa regime.
Why is the "crack-down"? Because both Russia and Serbia will demand now at the border the ORIGINAL invitation/vaucher. Why this does not make any sense? Because Russians who want to enter Serbia without any vaucher can do it via Crna Gora traveling by train. And Serbian citizens can do the same traveling via Belarus for precisely the same reason: no border control and it's legal now. So who wants to enter without visa/invitation/vaucher will do it like before. For others it's a pain.
Hence: a nonsense continues, both countries issued a neat press releases but it got actually WORSE. We don't need "quasi-measures", this is called "ОЧКОВТИРАТЕЛьСТВО" (= "just cleaning the glasses", "B.S." in US-English).
Dear B92, please make as much noise as you can. I don't think there is a lack of goodwill but the incompetence of both sides makes me pull my hair out. :(
If such simple things are going so incompetent way... I can name at least one topic Serbian and Russian government has to discuss ASAP - which is more difficult than a visa/vaucher practice for tourists. OK, will go and see you as usual with my American or E.U. passport and end of story. Much simpler.
THESE VAUCHERS AND INVITATIONS HAVE TO GO DOWN THE TOILET!
