Mike, you must be talking about Gracanica, Bosnia. Gracanica, Kosova is close to Prishtina, if you believe that Kosovar-Serbs will somehow split, than you are day-dreaming.

The Kosovar Government is sovereign (ultimate power) in the Kosova state/country/territory. You can claim all you want that in paper Kosova = serbia...but Kosovars answer to one government, the one towards Prishtina.

Pera,

So what are we arguing about then? You seem to be very happy that nothing will change in Serbia, that Kosova will still be yours after independence and on and on and on... Now that's great actually, I would rather you guys were happy believing that Kosova is Serbia after independence -- Next thing we are going to happily disagree about all thouse countries that are ready to embrace this illegality (without asking for permission from Mr Lavrov beforehand)

"The Kosovar government is recognized as legitimate and sovereign over the entirety of the territory (de jure)."

Really? Not north of the Ibar it isn't, my friend, and I'd be safe to say it won't be in Gracanica or other Serbian enclaves. You can bet your bottom Euro the Serbs will have their own government they'll follow. Sure, EULEX will hem and haw over it, and sure Pristina will disavow its legitimacy over territory it thinks it controls, but in the end, we'll see two governments in one land.

I think it's important to make the distinction between territory and people. The Albanians & their elected government in Kosovo can lord it over their own people but not the territory of Kosovo aka Serbia. How much simpler can it be? any recognition of independence will recognise your government and it's independence but not the territory which already belongs to an existing sovereign state.

For my Serbian friends that cannot sleep being “worried” because the world will not recognized Kosovo’s Independence, I would say that sleep tight because with this article it is everything clear now. Our neighbor Slovenia as one of ex-Yugoslav Republic said clear that there is not alternative of Kosovo’s Independence and recognizing it would be as every Sovran country decision.
All our neighbor countries, especially ex-Yugoslav Republics will be the first one (with EU and US) to recognize Kosovo because they know better then anyone in the world what does it mean to be together and ruled by Serbia. The only ex-Yugoslav Republic that will not recognize it would be Republic of Serbia and Srbska Republika; both Serbian entity and everyone know why.
Wouldn’t be better for Serbian politician to come to a sense and support the self-determination of Kosovo to get a support of self-determination of Srbska Republika in return from Kosovo and Albania. Let’s leave this question for Serb commenter to answer.
I am open to give them reason why they should count on Albanians for support to get all Serbian populated areas into one united Serbia. Some call it as a “Greater Serbia”. I don’t support it, none does. We do support a “Natural United Serbia” where Serbs live.

Self-determination as envisaged by W. Wilson is still alive and well. Recognition of sovereigns rests on other sovereigns, and if a considerable amount of countries recognize this new country in the Balkans, a few countries cannot arbitrarily prevent it from acquiring a UN seat.
First steps to recognition have already been taken: The territory is defined with its distinct borders (de facto). The Kosovar government is recognized as legitimate and sovereign over the entirety of the territory (de jure). All that is left for concrete recognition is a bilateral treaty (EULEX).

Turk and Slovenians are talking nonsense trying to look wise. Putting up a smoke screen with what comes first individual country's UN EU all the while pursuing the EU first self serving program. Like which came first the chicken or the egg. Turk added that international practice and law would have to be adhered to during the process. Once sovereign countries have expressed their positions, “the UN is back in the game,” explained Turk. Meaning don't blame the EU and Slovenians self serving program they are innocent of what may come. Blame the UN later after the EU empire and the Americans with its lacky Slovenia set up their program and are well entrenched in Kosovo. The message is the Slovenians are innocent so don't heart their businesses interest in Serbia over Kosovo.
