Rehn: EU ready to assume responsibility

Olli Rehn says the EU is ready to send a civilian mission to Kosovo and to assume responsibility for the situation there.

Oh, and another thing I didn't mention. An international presence is already established so that condition has been fulfilled. There is no provision to make some kind of rotation to an EU force. Though UNMIK (internation force) have failed, it seems quite obvious that an EU force would have to be approved by the UN.

What are the legal grounds to enter Kosovo? I have read reports that quote the following out of 1244 (and even some KAlbanians here have posted it).

"10. Authorizes the Secretary-General, with the assistance of relevant international organizations, to establish an international civil presence in Kosovo"

However, quite conveniently, they have missed out a whole lot. This is the full point - confirming that Kosovo is Serbian (being the legal successor to Yugoslavia).

"10. Authorizes the Secretary-General, with the assistance of relevant international organizations, to establish an international civil presence in Kosovo in order to provide an interim administration for Kosovo under which the people of Kosovo can enjoy substantial autonomy within the Federal Republic of Yugoslavia, and which will provide transitional administration while establishing and overseeing the development of provisional democratic self-governing institutions to ensure conditions for a peaceful and normal life for all inhabitants of Kosovo; "

Even before the elections have closed here is Rehn putting forth his Eurocratic babble;

"the European Commission works closely with its partners in the region to reach the desired results, "

- I take it from this that either he works closely with Serbia and obtains consent or he is discounting Serbia as a "partner in the region!"

Ironic to find on Rehn's website;

"Europe has always been an important part of my life. Both in politics and academia, I have focused on European integration. In my student days in Finland I was active in European youth and student cooperation. Prior to that, I followed with great interest the negotiations on the Conference on Security and Co-operation in Europe. Its Final Act, which was signed in Helsinki in 1975, laid a foundation for subsequent enlargements of the EU.."

Yet here we have a case where it is proposed that the Helsinki Final act ripped up and thrown in the trash bin!
