How soon you forgot that 1999's Russia was on its knees under a drunken Yeltsin, while today's Russia is flushed with cash from sky high oil and other mineral resource prices.

How you overlooked the fact that Russia's military budget is relatively small because she has not overextended herself like the US. So the US and Nato are everywhere .... Iraq, Afghanistan etc and they are drowning from the suicide bombings and insurgenicies in these places. They have a huge budget because they wasted so much money on unreliable allies .... see for example http://www.iht.com/articles/2007/12/24/asia/24military.php ...... and do you dare tell the millions of Americans who lost their homes from foreclosures in the subprime fiasco that while they end up bankrupt, their taxes go to pay for all these huge military adventures of their government .... the Russians are too smart to waste so much money even though they now have bushels upon bushels of cash ..... and if you are naive enought to think the huge US military budget necessitated by such shocking wastage as indicated by my link is something to gloat over, I can assure you those American citizens who lost their homes and pay their huge taxes will beg to differ!

Of course it is not necessary to raise raise the level. Serbia can take care of this problem.

Naturally, if in the future it becomes necessary to get invovled then Russia would. They never said they wouldn't.

Europe is shying away from the illegal land grab by the Albanians. Most European countries are not comfortable with the independence scheme so the chances of Kosovo gaining independence is remote. Russia will only step in if all else fails.

But they will be there to help, mark my word.

Basicly, the man is saying that Russia will have no part in making a base in Serbia (Russia has trouble maintaining some bases it has in Russia itself).

Russia is in no means of even 'assisting' Serbia. Lets not forget that Nato would never allow such a thing.
