I am pretty sure that other agencies can supply barbed wire and fencing materials to minorities. Sadly, I don't think the agencies involved in Kosovo are famous for their efficiency in operatioin, so, the OSCE will be sticking around.
Hey Ahmet, it is my hope that the Albanians are planning on the Serbian military not entering Kosovo again.

All I can tell you that I take part in a meetting called" Inter-Agnecy Meeting" every two weeks, which OSCE is the host and all I hear from OSCE is about minorities. What I am trying to say that they really look out for minorities as top priority. Therefore only minorities will be the biggest loosers on this.
By the way I do not work for OSCE and don't care much about OSCE, myself.
Ops , i forgat one thing about a line written on second post about Serbian army; Get over man , becasue you will never see the day when serbian army will ever walk in Kosova.

OSCE has helped in fabricating the UNMIK reports which "claim" that everything is wonderful and progress has apparently been made again and again over the last 8 years and suddenly they are now worried about losing their jobs. They claim and suggest minorities would suffer if they dont keep thier cushy jobs!!! Can't have it both ways either the minorities are in reality clear danger from the UNMIK inspired PISG/ethnic Albanian authorities in which case Rueckers reports are totally false or Ruecker is right and in which case OSCE have nothing to monitor - which is it in reality? I am sure most know what the real case is!

Beyond that is OSCE suggesting NATO cannot guarantee that which they say they can as I am sure Serbian Army is more then happy to help as provided under 1244!

Oh what a tangled web we weave....

In development aid the principle it is nowadays widely accepted just giving money or food creates dependence and that instead you should instead help people to earn their own income.

I believe that the same applies to protection. If the OSCE had given the Serb villages their own police for local affairs their security problems and their risks if OSCE left would be much less. But instead the OSCE (together with KFOR and UNMIK) have behaved like some corrupt development worker and kept Kosovo's minorities in a semi-permanent state of dependency.

And how helpful you have been so far? What use those minorities have had or have from your presence? You helped us very much during 90's by falsifying certain events and creating non-existent mass graves with civilian bodies e.g Racak, all coordinated by the then OSCE's main representative for Kosovo verification mission William Walker.

Mrs Ferero, You are not crying for the minorities but for extremely good monthly salary.
