Kate, The decision-makers do not make their decisions by reading totally biased articles but by 'rational choice' plus sending the right people in the ground. You seem not to understand that the most salient rule of intervention is achieving the final goal. In this case, saving the victims (which they did)and helping them to build their statehood.

Kosova must become independent NOW.

After the very long, detailed and damning Amnesty International report on UNMIK (UN), I'm surprised Ruecker has time to criticise others. There is enough to keep him busy for decades!

I had a bit of a read and noticed that a 15 year old Serb boy was convicted of Genocide, not once but twice! What a joke!

Fortunately the OSCE reversed the ruling but that is just the beginning of UNMIK's failure. No wonder the Serbs want nothing to do with this failed administration. It is only Serbia who will genuinely protect them.

Move aside Ruecker, you failed!

Ruecker can expect more of this coming from Belgrade, especially if Nikolic wins the elections. Personally, I don't see how Serbia can be completely barred from Kosovo. If Nikolic wins, we can see the establishment of more physical presence of Belgrade-based institutions in Kosovo. The EU has made it clear they want Serbia within its ranks, so any forced removal of such offices will only further deteriorate relations. "Stern letters" will continue to be written, but no direct action will take place.

If Tadic wins, we can expect a more negotiated solution with the EU, as Serbia continues to have a presence in Kosovo, but with the support of EU instititions. Plus, once Serbia becomes part of the EU, it becomes part of the EU Mission to Kosovo.

Either way, it's becoming clear that Kosovo will be governed by at least three different interests: Pristina, Belgrade, and Brussels. The job now is to see how these three can work together, or at the very least how they can avoid antagonizing each other.

Mr Ruecker, Serbia does not violate the resolution 1244 but the UNMIK itself. According to resolution 1244 Kosovo is Serbian southern province and as such Kosovo and Metohija is integral part of Serbia. Don't forget that as long as the resolution 1244 is in force Serbia has its legitimate rights on that Province. Don't blame Serbia for its rights guaranteed by resolution 1244 but your fellow Europeans who try to create political mess while 1244 is still in force. The resolution connote be legally abolished without UNSC approval that the USA and the EU try to bypass at all costs. They do that because they know they have no support for their filthy attempts. Therefore Mr Ruecker , while 1244 is still in force Serbia has rights to interpret it the way that suits best to her while UNMIK can do the same but UNMIK has no rights to deny Serbia's rights in Province. You will create new pseudo Republic and both, Serbia and Kosovo will share sovereignty, more Serbia than Kosovo, any way.

Samardzic do not intimidate K-Serbs but just advises what to do next since it is very clear that K-Serbs decided to be under Belgrade's umbrella .A parallel institution worked once for the Albanians, and now is Serbs’ turn.

I guess Mr Ruecker will send many protest letters by th end of his mandate.

Well I have a soultion then, let serbian police and border control retake control of Kosovos borders against Macedonia, Albania and Montenegro just like 1244 states!

Now the Serbs are violating resolution 1244.. If only the west and their puppets respected 1244.. Desperate measures for desperate people... Lets try another tactic i suppose??

BTW Apparently the locals in Kosovo ae now planning to declare officially there dependence on USA/EU/NATO on the 17th Of Feb. This is a joke... The USA/NATO/EU are trying ever so hard to find there magic "get out of free card"

Pot calling kettle...! Resolution 1244 is being trampled on and ignored completely by the US, a lapdog EU and an ineffective UN. And a visit from an official within his own country is complained about?

Do they really expect to have no counter activities at all as they stroll in and try and give 15% of Serbia's territory away?

If this all goes ahead, the best scenario will be a partition of Kosovo, although the same could have been achieved amicably. The worst is that yet again there will be violence in the province and maybe even beyond.

There is an excellent article by Doug Bandow in The American Spectator today [Link: 'There Goes Kosovo' http://www.spectator.org/dsp_article.asp?art_id=12663]. Let's hope that the right people read it.

BTW, the photo with this story makes Ruecker look like a character from Allo Allo. The one who had that thing going with Helga.

Should you also be reminded that the very same UN resolution is not giving you any rights to keep minorities in ghettos, that you should allow non-Albanians to return home, and after all that you are also obliged to protect integrity of Serbia? I guess, if you read the fine print, there should be something that says you should not be putting people that had committed war crimes in charge of anything. Ah, but I forget, special rules apply to Serbians right?
