CoE Secretary-General: I understand Serbia

Now to this chap, Secretary General Terry Davis - what a title for an individual who hasn't a clue about Serbian culture & history. You're best just keeping your foot in your mouth! Everyone else who speaks of independence seems to be comfortable that way.

But Scotland leaving would change the borders of the UK - a sovereign state, like Serbia. And Montenegro's seccession changed the borders of the Republic of Serbia and Montenegro (or FRY). Why do you accept that the borders of the UK or FRY are movable, but those of England or Serbia are not. The top level internal divisions in the UK is the nations, in the FRY it was the republics, and in Serbia it appears to be the provinces. The use of different words doesn't eally matter.
Also the borders of the Serbian republic are relatively new. In 1913, Macedonia was part of the Serbian kingdom, yet is now independent. And the Kingdom of Yugoslavia was split into banovinas, of which most of kosovo was unified with montenego. These borders change.
And I am consistent on this - Kosovo's borders can change - partition should be possible if it is the will of the people. The same goes for Bosnia.

Davis "keeps on giving credit to Serbia for the way in which it accepted the decision on Montenegro's independence."

This is a bit of an odd statement. Did Serbia have a choice but accept? Is this guy implying that Serbia was the lord and Montenegro a vassal that lived only by the grace of Serbia?

I don't mean to be disparaging to Serbia but I don't quite get what credit is there to give in this particular occasion.

As for the UN, it chose a representative (Ahtisaari), who had both sides on the table and in the end had to come up with his own plan because the two sides could not agree. Russia, which contributed nothing to the talks or the peacekeeping effort, torpedoed that plan.

So the fact on the ground is that the UN is not going to resolve this no matter what.

So it is time to go to plan B...UDI. Not a perfect plan by far, but better than empty talks that only serve to divert the attention of both sides from much more useful matters, such as economic development, the EU and what not.

Montenegro is a republic and Kosovo is a province within Serbia. There is a big difference.

Montenegro's independence did not alter Serbia's border just like Scotland gaining independence will not alter England's border.
