Everyone should read both reports they are surprisingly from a US perspective insightful. There are many points that one could make notice of but I would wish to highlight just one which suggests that economic delevelopment and democracy are highly unlikely to be allowed to develop;

" In May 2006, the Education Committee in Skenderaj municipality unanimously agreed to prohibit married women from receiving a secondary education because “they should be taking care of their husbands.” Similarly, in many rural areas, women are effectively disenfranchised by “family voting,” in which the male head of a household casts ballots for the entire family."

- sounds ominously familiar to the Taleban ethos one might add!

"The longer the world is left to consider, the more likely it is that international law will prevail over emotion."

One can only hope, Luke. One can only hope.

bmrusila,

yes it is sad indeed that Albanians and international community hasn't been able to clear the mess that Serbia created. Answer me this - Who is to blame? The ones who didn't manage to handle their minority in the first place, or the ones who were left to deal with the result of the blunder?

For what it is worth, I think Kosovo should have proclaimed its independence six months ago, or some time after Bush visit. The longer the world is left to consider, the more likely it is that international law will prevail over emotion.

Yes, Serbia is ranked very good while Kosovo is the worst place in the Europe. Who should be ashamed? Albanians or IC? Perhaps both!

For nine years IC done nothing, nothing at all. UNMIK staff did not care to implement its duties. All they want is how to have good time overthere, fun and parties. They are paid monthly extremly well and yet they are the most corrupt administration. Foreigners that work (or at least at the beginning was so)in the North were paid extra as Hazard payement because they were working in danegerous area pupulated by Serbs. That was trully funny since they all had good time and cooperation with dangerous Serbs. Many of them were honest when speaking that they came to earn some extra money and did not care for anything else. Their duty is to write some report at the end of the each month and God knows what they are writing in those reports. Shortly, IC has failed.

Albanians on the other hand had only one duty-how to expel the rest of the Serbs if not slaughter them. How to destroy everything that proves existance of the Serbs. Incopetent and bribed IC did not and still do nothing to prevent this events. And someone is saying they can handle independence????

"Freedom House specifies that in Kosovo, which is under UN administration, no progress has been made since 2006, when the situation was "worse than in 2005."

If this report is true, then Ruecker should be sacked immediately presenting a speech to the UNSC very recently which claimed significant progress and improvements in Kosovo. For this would mean that his speech must be full of brazen lies and inaccuracies.
