An excellent post Srboslav. Corrupt practices always harm ordinary people. It seems as though corrupt local officials have found their counterparts in the international community. Kosovo and Metohija has been flooded with ‘international aid’. I believe a billion dollar plus figure was bandied about for the rehabilitation of electricity generation and supply in Serbia's southern province.

So, people are expected to believe that over one billion dollars and eight years is not enough to ensure adequate electricity supply to 1.6-1.8 million people over a relatively small area, which already has an existing infrastructure?!

Meanwhile, the far larger network of the rest of Serbia was restored in 12 months without outside assistance having suffered far greater damage. Hmmm...

If only the province's ethnic Albanian minority had been wise enough to choose a moderate, pragmatic leadership that would have quickly settled on self-determination within Serbia, they would now be immeasurably better off.

In fact, successive ethnic Albanian leaderships have run the province into the ground with their corrupt practices and refusal to allow their people to integrate into mainstream society.

‘Independence’ will only serve to entrench the ruling junta and the population’s misery for generations to come.

"But despite consistently high consumption every winter season, the territory of Serbia, outside of its province of Kosovo, has not experienced power shortages since the mid-1990s. "

I wonder why, could it be because of the "competent" management KEK have?

Desdpite millions of euros in financial aid as well as Swedish and French management advice KEK still cant supply power after 8 years of peace in the province?

Serbia repaired all their powerplants within ONE year after the bombings, despite international sanctions! And lets not forget that this was during Milosevic era..

Point is, maybe its not in the best interest to apoint a coalshoveler as manager of the power plant regardless if he is a family member of some government official....
