Everybody should welcome an experienced person in this important function. His expertice may prove fruitful for the future of this troubled province. Demotion or promotion - as long as he provide the position the work he is expected to provide - give the man the credit he deserves.

it was so predictable, where the new "envoy" would come from...
it´s so unpredictable like the election behaviour of the Belarussians KomIintern-members in the 1950´s...and maybe even less democratic!
