Oh. Another propaganda statement by the authorities. Before independence the authorities their were tlaking of billions coming in and how Montenegro has a larger FDI per capita then Serbia. Now we look at it around 1 year later: Serbia has a larger FDI per capita, those billions never materialized, reputable investors in the toruism sector are nto investing, scams are occuring on a massive scale in the property market and lastly 70%+ of investment is being made by shady Russian businessman who are using investment money to launder money.

Does income from selling out real estate really counts as a mesurement for investements?
You sell it once, and then its gone, hardly a good way of measuring economical progress.
