While I do not know the details about the sea territorial dispute between Slovenia and Croatia, Rupel is obviously hinting that Slovenia will block Croatia's EU aspirations unless Zagreb agrees to Ljubljana's terms for resolving their border dispute.

Italy takes 10 times more fish than the Croatians on there own side of the Adriatic Sea. Of course they don't want a ecological zone to protect the seas resources make a fast dollar and run.
