UNMIK: Kosovo office breaches Resolution 1244

An UNMIK spokesman says Resolution 1244 does not envisage Serbia opening a representative office in Kosovo.

I think the fact that Serb troops are not in Kosovo to protect minorities and patrimonial sites is a direct violation of 1244, I also believe that the PISG about to declare independence unilaterally,and without legal standing is also in direct violation of 1244. I also believe that the privatization and the roadblocks of Serb returnees to their homes, as well as proper protection of their holy sites as direct violation to 1244.

Serbia does not need permision from anyone to open the office in its teritory. The UNMIK staff really have problem to understand this or they have dificulties with interpretation of resolution 1244. Perhaps they can explain which paragraph says that SErbia has no right to make such moves. And yet Ivanko says that security situation is satisfactory. Only satisfactory says to me that security is just not promising at all.

1244 also recognized the territorial integrity of Serbia and the right of return for some members of the Serbian police after a period of time. This is calling one side in breach of an agreement when the other side has already breached it by offering to ignore 1244. Talk about the pot calling tea kettle black.

- but as the spokesman is only too aware neither does it suggest it can't open offices and thus it really can't suggest it breaches 1244!

However, 1244 is very specific on Serbia's sovereignity which it does re-affirm! I am glad that this will be discussed in the UN SC - clarity is something that UNMIK administrators must be given seeing as they think 1244 means carte blance their own interpretation based on thier bias!
