Monopolies hindering Serbian economy

Mercator is actually more expensive than all of Delta's supermarkets (Maxi, Tempo etc). Prices will only come down if big foreign retailers enter Serbia (Carrefour, Tesco, Auchan, LeClerc etc). Why do they not come ? They cannot acquire building sites in Belgrade for sensible amounts of money. Why not ? The Belgrade construction mafia. So high prices in supermarkets are not Mr Miskovic's fault. Drive on the motorway just past the airport and you can see vast construction of factories and warehouses. Why is this ? Look on the map and you will see that it is just outside Belgrade boundary and in that municipality they actually want investment.
