I agree Iowe. And if it was just naivety, this can be used as a mitigating circumstance.

NGOs cannot afford to be naive or interfere in these situations without getting approval from all authorities and checking facts. I mean, did no-one think to find out if they were really orphans? I have spoken with NGOs in various situations and some, not all, think they know everything about the country they're in and what's best for it.

Saying that, not all NGOs are innocent or naive. Some are involved in various activities which come to light every now and again.
