The state secretary for Kosovo feels the real talks on Kosovo have only just started and won’t finish until the end of 2008.

Europe will not have to eat their words as Europe has not given their word for indpendence. Europe is divided on this issue so no final word has been given.

The US will not lose face as the next president does not have to honour the last president's promsie, especially if the Republicans are not returned. They have a perfect way to get out of any deal they made with Albania. They are simply too busy with all the other countries that "need" their democracy. Russia/China alliance is very strong now and they will not give in either. Russia will not lose face over this.
The US is saying that they would like Europe so sort this out through negotiations. Doesn't sound like they are willing to start WW3 over this.

In the end the US will take what they consider the best deal for them and nobody else. If Russia plays nice with them on other issues I belive they will come to some sort of a mutually accepted agreement. Kosovo might be only a bargaining tool.

Peggy...Kosovo listens to the US first and foremost, and the EU second.

The US will have it's hands free of Kosovo, because independence will be announced, it will be recognized by enough important countries...then and only then it will be left to Europe, which is going to go to Kosovo with a mission by invite from the Kosovar state.

For your scenario to be true, the US would have to eat it's words and say it won't recognize independence...which is uhm, NOT LIKELY.

Then, EU would have to scratch it's plan about the mission it's preparing to send to Kosovo, after going through all lengths to make it legally possible...which will be, because the Kosovar authorities can invite them, and under US recommandation, they will do so.

That way, independence will be achieved, the US will lower it's presence, EU will have it's mission legally in Kosovo, and everything will click right in place.

Meanwhile, your scenario does not present such a logistic solution. It relays on too many miraculous changes of hearts and eatings of words, which would seriously hurt EU's reputation even worse.

It should be one telephone in Belgrade so we know the one position of Serbia, since everyone there has a different opinion about how to go about Kosova/o.
The leash is getting shorter, Dec. 10th deadline is looming over the STATUS.
My take is that the INDEPENDENCE will be declared, and Prorokovic and the rest of the DSS cronies will be having a fit, how to explain it to Serbian people.

You are probably young and very impressionable, because you evidently haven't the slightest idea of what the implications of such an act would be!

If Kosovo fuses with Albania in order to strive for UN and EU aspirations, then there will be war in the Balkans! Can you imagine the nationalistic sentiment if Serbia is forced to give up land that becomes a part of Albania? Serbia will invade Kosovo/Albania and the area will become a war zone!

It is not the same thing as Germany giving up land to Poland, Czechoslovakia and the USSR at the end of the war, because then the victorious allies were unanimous in this decision, now with this Kosovo issue, the UNSC is not!

I don't hide the fact that I am against the idea of Kosovo's independence, however if it will become independent (and it probably will), it has to remain independent and not be partitioned or joined to Albania because that will not only destabilize the region, but it will also set a definite precedent (with the Albanian populations of Macedonia and maybe even Greece and Montenegro, as we have seen Albanians to be very separatist in the last 15 years and ready to use violence in achieving it), not only in the Balkans, but also in the Caucasus (Abkhazia, Nagorno-Karabakh and South Ossetia, or Pridnestrovie in Moldova as well).

lets just see....

however on previous form I'd have to say that it is extremly unlikely that there will be any illegal unitaleral declarations of independence and even more remote is the possibility of the UK, France and Germany recognising such an abrupt action against international norms and laws unless of course they are happy for the same precedent to be applied across the world as well as their own States.

Looking forward to the continuation of the "negotation" talks to find a "compromise" which have only just begun...

Europe is slowly realizing that only a compromise will do. If you say no to that you will be seen as the stubborn ones.

US is going to be too busy to worry about Europe so much. They have Iraq, Afghanistan and soon Iran to worry about. They will flick this over to EU and that will be that.

France is softening their stance now and is looking for negotiations. What have you left. UK. I think they will come around soon enough as well.

This time, US can't ask them for more talks, because US itself is strongly backing the December 10th deadline...in which case they will support independence through the Ahtisaari plan.

You think that Kosovo will agree to negotiations...if Russia or Serbia asks them?

The answer is a big fat NO.

You are so wrong , the negotiations, started since your Milosevic came in the power , but on that time, you thought you are to strong to negotiate with anyone, you thought there was no need for negotiations ( just for killings) so it is about 20 yrs negotiations, and those will be ended on 10th of december 2007 , like it or not, and becouse of your ignorance and lies, would be only one outcome ( again like it or not ) , two seperate states, Kosova looking forward west, Serbia looking forward east.

I have been saying and saying all the time that these "negotiations" are a waste of time. Many Serbs can't get it or better don't want to get it. All they want to frustrate the Kosovar Albanians to the limits, turn the Albanians against the Albanians and destabilising the region. Serbia is not interested about the Kosova's stability. Why Serbia should be at the end? Serbia has lost completely control and jurisdiction over Kosova, all it wants to create the conditions to divide Kosova on ethnic lines. I think Kosovar Albanians leadership should not fall in this trap of "continuing negotiations" with Serbs after the 10th of December. Get the Kosova s-State done and ensure that the Kosova borders are safe. Let the international community deal with Serbia.
