If these guys are genuinely owed payment they should get it immediately as a priority.

It sounds like an inquiry should be set up, records opened and procedures expediated so that all can see who's been paid and who is to be paid.

Goodwill is required with these reservists. They should be paid any money owed to them without delay.

If they are not owed money, or if it's been 'redirected', then this needs to be investigated openly for all to see.
