100 - 200 million Euros lost per year. What is the basis for this claim?

I am no expert on the oil industry and I have no way of knowing how well NIS is managed, but I can't believe that it is making a loss. On the contrary, it must surely be making substantial profits.

Can anyone here add facts to my speculation?
