"And Milosevic could have avoided all this if he had fully complied with the UN, instead of sending troops to Kosovo to crush a few KLA."

What "UN" didn't he comply with exactly Victor?

This is precisely why NATO should not have a hand in deciding the fate of Kosovo. They caused atrocities just as both sides did in the war.

What credibility/authority does the US and EU nations (that are a part of NATO) =have in this affair?

Let Serbia and Kosovo agree on a fate to benefit each other!

Kate don't forget to mention the military architect who drew up the list of civilian targets - Gen. Weasel Clark. lets not forget the spin master former PM Blair who would 4 years spin the UK could be under attack by WMD within 45 minutes. Maybe the contaminated soil should be placed in their back yards!

Yes, add to this all the civilian hospitals, balkans biggest maternity complex, schools, water and heat plants and say that these were all military targets!!
Of course NATo realised that they could not beat the YU miltary from the air, and risking lives on ground was not popular in Brussels. Therefore they bombed civilian society so much that life were destroyed for ordinary people and Milosevic would not want to risk an uprising (which happenede more than a year after the bombings stoped) Therefor he aggreed to a compromise on Kosovo, its more knowned as resolution 1244

As an unqualified advocate of independence for Kosova, which I believe was already their right long before the brutal ethnic cleansing unleashed by Milosevic in 1999, I also want to state my unqualified condemnation of this criminal actions by NATO. Cluster bombs are criminal weapons whatever the situation. Still trying to work out how cluster bombing the Nis hospital carpark would have helped the KLA 100's of miles away resisting the onslaught of Serbian tanks, of which NATO managed to hit a sum total of 13 in the entire war. Maybe both Serbs and Albanians on this list who think NATO intervened to help the Albanians resist the terror can clear this one up for me.

"I think no power to your refrigerator, no gas to your stove, you can't get to work because the bridge is down - the bridge on which you held your rock concerts -- and you all stood with targets on your heads. That needs to disappear at 3 o'clock in the morning.".

USAF Gen. Michael Short, quoted by the Observer in "Belgrade open for business as usual" (May, 16)

Just one example of a bold admission that civilians and civilian infrastructure were being targetted.

As I have family living in 2 of the areas strewn with cluster bombs, I am very worried.
NATO must move quickly to destroy every last one of these bombs.
The safety of civilians should out way any cost.

«23 million sq meters of land affected with bombs...»

“The area around Niš airport has been fully demined, along with the land around the city hospital, the Duvanište settlement, the industrial zone, and the Philip Morris tobacco plant" .Well, Ok, I understand tobacco plant, since smoking kills and plenty of people in balkans smoke. That means the plant was engaged in ethnic cleansing... But Hospital and residential areas, sounds weird to me. Seems like NATO wanted just to make life diffcult for civilians, which constitutes a war crime in itself...
