In Serbia, 38 percent of working income is paid off the books, according to Council of Europe statistics.

Although this is not "good" for the public in the long run, this is not uncommon nor is it isolated to Serbia alone.

Look at all of the undocumented, paid off the books workers in the States. I'm certain with all of the EU member states, this isn't something new there either.
