good question, K-alb! I´m afraid the answer is, no.

the simple reason is that every decision must be made somewhere, but only those that are in accordance with law, international law in our particular case, are legitimate ones... so, the term "unilateral" is referring to an illegal act.

Isn't "extended autonomy" proposed by Serbia imposed unilateral solution?
