Kosovo residents get passports in Niš

In order to travel abroad, all Serbian citizens, including Albanians from Kosovo, must first be issued with passports.

"For the past eight years the Serbian Interior Ministry (MUP) office in Niš has issued around 220,000 passports to Kosovo Albanians."

Now take a look at the business:

200.000 x 130€* = 28.600.000€

* This is an average price which "applicant" in person needs to pay for birth certificate, citizenship, application form etc. not including bribes and trip to Nis.

Since my first passport from ex-SFRJ I never renewed my passport. That passport had expired on September 1999. I had deciede once to omit my visit to Switzerland only not to a passport from Serbia. Another fact is that I saw some documents issued in Nis. On those documents the Issuer is the Municipal Police departmet for each muncipality of Kosovo but all those are located in Nis. So how come those documents are walid. It is like for citizens of another country the passports should be issued still in a city of another country as long as all those offices nor aren't operating under Serbian administration. For example UNMIK-s passport. And to go outside Kosovo only through Serbia we are not permitted to go through. I do know that a friend of mine during 2003 he left city called Gnjilane with his family and went through Macedonia with UNMIK documents and car's licence plate. The went to Greece took the Entry Visa and insurance that covered all EU countries. Aftermath he went to Italy, France and finally Switzerlan.
So what is this?

I think that the editors would publish this but at least I tried to make something clear.

Good point about the Israeli wall, I have been suggesting this for years, + lets have ONE border crossing, not so many like there are now.
Since the Israelis arebuilding so much in Belgrade, they could also help us build a wall against parts of Kosovo

Regarding lili's comment, that Serbia's, "obliged to give a passport to any kosovar who asks for it... " As I understand it, passports are only issued out to Serbian citizens. Not just to anyone who walks off the street!

Albanians, like it or not, are still officially citizens of Serbia and everyone should be accorded full rights. Of course, Albanians have a right to return to Kosovo and to self-determination. The West, however, must also recognize the rights of Serbs to return to Croatia and to succeed from Croatia and Bosnia if they so choose. The region should either be partitioned on ethnic lines or the existing state boundaries should be kept. Since the West opened the pandoras box of Yugoslavia's disintegration it can't just hope to select who has rights to self-determination or not. At the same time Serbia has to decide if it: (1) supports the rights of people to self-determination, or (2) supports the territorial integrity of states. If it's (1) then it must forget Kosovo and push more for the rights of Serbs living in Croatia and Bosnia. If it's (2) then it must forget those Serbs and work to defend its sovereignty over Kosovo.

Over three hunderd thousand Chines citzens were brought in serbia by Millosheviq and they received automatic citizenship without pasing any test and to this day they can't speak serbian .., now I like to hear some coments from the likes of Kate, about this issue. Serbs took most of archives at least about 85% and now they are using to make personal profits, but soon that will not be valid anymore and all they will end up with is a lot of paper that they need to recylce or burn.

Good point lili, Nish used to be an Albanian city.
Anyhow this is a real nonsense caused by UNMIK and making Serb civil registry bragging. On the other hand serbs perfectly knows that these passports are needed just for travelling purposes and have not any significance. Still I feel uneasy for my compatriots, being sure that this situation will be addressed promptly.

What a lie! I have been traveling with UNMIK passport around the world for the past four years: I have been to Germany, Greece, Italy, Sweden, Swiss, once in US, and know people traveling to other EU countries, even to China, know people who got their permanent stay visa in Germany on UNMIK passport, etc etc.
I do not have any valid YU ID (a passport that I had expired 1999, while personal ID-licna karta was confiscated (read stolen) by Serb police at the border crossing with Montenegro together with 3500 DM in May 1999), and I have no intention to ask for one, never more in my life! I simply don’t need it.

Why do they go in Nish? It's just an historic point:Nish was an albanian city,just as toplica area before your army expelled the albanains in the xix;Just read carefully Cubrilovic :he ,as a serbian historian,wrote it!

I am completely against the issuance of Serbian passports to those who continue to protest the Serbian government as well as all of the other acts they've done.

They should maintain their albanian citizenship & go back to their mother land cause KosovO is not going to become the greater albania that everyone had hoped for.

It has no value that you are "KosovO albanians". You denounced anything to do with Serbia & continue to do so, so why would you be rewarded with this document?

Serbia issuing passports to Kosovo Albanians ! I hope they've passed the citizenship test, including a working knowledge of the Serbian language. What no test ! just an automatic right to citizenship on being born within the borders of Serbia. Come on sort it out Serbia; in most other countries the vast majority of Albanians living in Kosovo would be considered immigrants and not nationals, queuing in Tirana for a passport.

Serbia needs to update it's policy on who qualifies for Serbian nationality.

By the way guys we also have trade from serbia and vice verse as 2 separate countries this is a business "trade has always prospered any argument as mutual agreement people transact" and it does not mean that any Albanian wants to be a serb national

As an Albanian, I am ashamed from those who obtain these documents. I haven't got an YU passport since 1999 when Serbian army ripped off to pieces my passport. I really can't understand anyone who is applying for these documents. I poses a UNMIK passport since 2002 and I never had any problems while traveling abroad. Yes I need to renew it every 2 years, but I'd rather do that than apply for something I've been revoked earlier.

I hope that people realize that simply We don't need a Serbian passport & citizenship anymore.

I don't know who is gaining more from this,Serbian Government who is charging sky hi prices for passports or Kosovan Albanians who need to survive!
Birth registers from Prishtina and other towns have been moved to Serbia!!!
Why is that,because someone threatened to a Serb clerk or maybe that was a plan,they thought that by moving their birth and other documents they will depend on us,well thats not true,with the UNMIK passport you can travel anywhere, but you need a visa,same as you need a visa for the serbian passport!
By burning houses a lot of us even living abroad lost a lot of history,all memories,photos are gone.The new life,new identity started in 1999.
We are happy with UNMIK passports and very soon will have a Republic of Kosova passports.

Olf, i wouldn't allow Albanians from Kosovo to enter,transit,fly over etc. any part of Serbian teritory either with UNMIK or any other IDs,passports,whatever.I would build wall like Ariel Sharon did it and it was/is effective:no more terrorist attacks in Israel.
And if Albanians from Kosovo want to go to Europe:they should go to Albania ,then swim over sea to Italy and then continue on land to the EU.

I agree the Albanians should not get Serbian pasports. Kosovo citizen don't have nothing to do with Serbia.
The problem is the foreign embassies, which required a passport in order to travel abroad.
I think the UNMIK should provide people with passports, not live them like that.
Anyway with kosovo indepedency coming soon this problem with get solve and hopefully the people in Nis can stop moaning

This is not 1945, alot of people i spoke to said they would never get a Serbian passport but if you want to provide for your families you put aside the politics and do what you must. People are not stupid.

Peter - I can't agree that documents can only be issued by those loyal to the state. That would immediately exclude many people against whatever administration is running their country at the time. It evokes frightening images of days gone by.

According to Adriano I for one would be denied a passport for being a 'shame' to my own nation for not supporting Kosovo independence! LOL

As Kosovo is part of Serbia it seems right that the Kosovan people can get Serbian passports, whatever their politics. Unless they are deemed a threat to the state (eg. for belonging to recognised and listed terrorist groups), in which case any country can deny movement.

Nothing new. It has been going on for many years. this tells that you have no clue of what's happening around here. Some should be glad that b92 exists so you can post your comments, comments that are usually not accepted form the society that you live. I believe that this makes you feel important.
Some of you say that these are Serbian citizens then you carry on and deny their right to have ID's or passports. Would you make up your mind.
My opinion is that this matter should be seen as a Dual Citizenship issue and I believe that this is how it going to be seen in the future.
Question:
Would any of you be prepared to accept the ID of Independent Kosova?

I thought that you didn't want anything to do with Serbia anymore, even less carry a serbian passport!

Or maybe it is because despite your so called "autonomy" its better to belong to a stabile, democratic state when traveling abroad?

But I must say that we are stupid to issue this passports, why should we do that? Let them have their umnik/albanian/makedonijan passports instead. They don't want to belong to Serbia,fine, then don't take serbian documents.

so, the ordinary serb of albanian heritage is much much more realistic about indiependence, then the junta of great-albanians in pristina.

hopefully there will be an accurate monitoring of the "elections" in kosovo, and not just a monitoring by western supporters of a clique without support from the people.

there is a reason why hasim tacic, agim cekulovic and company live in bunkers.

We are happy with UNMIK passports and very soon will have a Republic of Kosova passports.

This is crazy!!
I agree the Albanians should not get Serbian pasports. Kosovo citizen don't have nothing to do with Serbia.
The problem is the foreign embassies, which required a passport in order to travel abroad.
I think the UNMIK should provide people with passports, not live them like that.
Anyway with kosovo indepedency coming soon this problem with get solve and hopefully the people in Nis can stop moaning

As an Albanian, I am ashamed from those who obtain these documents. I haven't got an YU passport since 1999 when Serbian army ripped off to pieces my passport. I really can't understand anyone who is applying for these documents. I poses a UNMIK passport since 2002 and I never had any problems while traveling abroad. Yes I need to renew it every 2 years, but I'd rather do that than apply for something I've been revoked earlier.

I hope that people realize that simply We don't need a Serbian passport & citizenship anymore.

Your all a bit hasty now please, what are you meant to do if Serbia stole all the records from Prishtina and sent them to Nis.

By the way guys we also have trade from serbia and vice verse as 2 separate countries this is a business "trade has always prospered any argument as mutual agreement people transact" and it does not mean that any Albanian wants to be a serb national

Thank God mine says "United States of America." People complain a lot you can travel the world with an UNMIK passport if you have a credible visa.

Albanians, like it or not, are still officially citizens of Serbia and everyone should be accorded full rights. Of course, Albanians have a right to return to Kosovo and to self-determination. The West, however, must also recognize the rights of Serbs to return to Croatia and to succeed from Croatia and Bosnia if they so choose. The region should either be partitioned on ethnic lines or the existing state boundaries should be kept. Since the West opened the pandoras box of Yugoslavia's disintegration it can't just hope to select who has rights to self-determination or not. At the same time Serbia has to decide if it: (1) supports the rights of people to self-determination, or (2) supports the territorial integrity of states. If it's (1) then it must forget Kosovo and push more for the rights of Serbs living in Croatia and Bosnia. If it's (2) then it must forget those Serbs and work to defend its sovereignty over Kosovo.

Nothing new. It has been going on for many years. this tells that you have no clue of what's happening around here. Some should be glad that b92 exists so you can post your comments, comments that are usually not accepted form the society that you live. I believe that this makes you feel important.
Some of you say that these are Serbian citizens then you carry on and deny their right to have ID's or passports. Would you make up your mind.
My opinion is that this matter should be seen as a Dual Citizenship issue and I believe that this is how it going to be seen in the future.
Question:
Would any of you be prepared to accept the ID of Independent Kosova?

This is not 1945, alot of people i spoke to said they would never get a Serbian passport but if you want to provide for your families you put aside the politics and do what you must. People are not stupid.

Anyway people once independence its there it wont be an issue any more this passport thing. And guess what? Serbia will loose a big amount of population from their lists! Olf, i wouldn't allow Albanians from Kosovo to enter,transit,fly over etc. any part of Serbian teritory either with UNMIK or any other IDs,passports,whatever.I would build wall like Ariel Sharon did it and it was/is effective:no more terrorist attacks in Israel.
And if Albanians from Kosovo want to go to Europe:they should go to Albania ,then swim over sea to Italy and then continue on land to the EU.

Serbia issuing passports to Kosovo Albanians ! I hope they've passed the citizenship test, including a working knowledge of the Serbian language. What no test ! just an automatic right to citizenship on being born within the borders of Serbia. Come on sort it out Serbia; in most other countries the vast majority of Albanians living in Kosovo would be considered immigrants and not nationals, queuing in Tirana for a passport.

Serbia needs to update it's policy on who qualifies for Serbian nationality.

I am completely against the issuance of Serbian passports to those who continue to protest the Serbian government as well as all of the other acts they've done.

They should maintain their albanian citizenship & go back to their mother land cause KosovO is not going to become the greater albania that everyone had hoped for.

It has no value that you are "KosovO albanians". You denounced anything to do with Serbia & continue to do so, so why would you be rewarded with this document?

What a lie! I have been traveling with UNMIK passport around the world for the past four years: I have been to Germany, Greece, Italy, Sweden, Swiss, once in US, and know people traveling to other EU countries, even to China, know people who got their permanent stay visa in Germany on UNMIK passport, etc etc.
I do not have any valid YU ID (a passport that I had expired 1999, while personal ID-licna karta was confiscated (read stolen) by Serb police at the border crossing with Montenegro together with 3500 DM in May 1999), and I have no intention to ask for one, never more in my life! I simply don’t need it.

Over three hunderd thousand Chines citzens were brought in serbia by Millosheviq and they received automatic citizenship without pasing any test and to this day they can't speak serbian .., now I like to hear some coments from the likes of Kate, about this issue. Serbs took most of archives at least about 85% and now they are using to make personal profits, but soon that will not be valid anymore and all they will end up with is a lot of paper that they need to recylce or burn.

it's funny to see how serbians refer to international laws when it's convenient for them and how they forget these laws when not convenient for them:according to international laws,serbia is obliged to give a passport to any kosovar who asks for it...
that's divine justice.you had taken the kosovar civil register to serbia,to force us to apply for serbian papers,and we are going to apply for them ,not all of course,just 49pc and not because they love you but for pure interest ...chers,you will never have finish with albanians!!

Regarding lili's comment, that Serbia's, "obliged to give a passport to any kosovar who asks for it... " As I understand it, passports are only issued out to Serbian citizens. Not just to anyone who walks off the street!

Good point about the Israeli wall, I have been suggesting this for years, + lets have ONE border crossing, not so many like there are now.
Since the Israelis arebuilding so much in Belgrade, they could also help us build a wall against parts of Kosovo

Since my first passport from ex-SFRJ I never renewed my passport. That passport had expired on September 1999. I had deciede once to omit my visit to Switzerland only not to a passport from Serbia. Another fact is that I saw some documents issued in Nis. On those documents the Issuer is the Municipal Police departmet for each muncipality of Kosovo but all those are located in Nis. So how come those documents are walid. It is like for citizens of another country the passports should be issued still in a city of another country as long as all those offices nor aren't operating under Serbian administration. For example UNMIK-s passport. And to go outside Kosovo only through Serbia we are not permitted to go through. I do know that a friend of mine during 2003 he left city called Gnjilane with his family and went through Macedonia with UNMIK documents and car's licence plate. The went to Greece took the Entry Visa and insurance that covered all EU countries. Aftermath he went to Italy, France and finally Switzerlan.
So what is this?

I think that the editors would publish this but at least I tried to make something clear.

200.000 x 130€* = 28.600.000€

* This is an average price which "applicant" in person needs to pay for birth certificate, citizenship, application form etc. not including bribes and trip to Nis.
