The answer is simple. But let me tell you anyway. Russia claims that part of the Arctic as her territory, that's why she planted the flag there.
South Serbia is Serbian territory and therefore no foreign flag would be allowed there if the purpose of that foreign flag is to challenge Serbian sovereignty over that area.
I am sure Tirana would have similar laws for Albania.

Russia already controls much of the worlds important resources and now with their claim to the vast Arctic resources (assuming it is valid) Russia will become the most important/powerful country in the world. This and their military prowess is the main reason why the West is nervous. This expedition reveals Russian technical expertise and new found confidence. The SUPERBEAR has arrived!

This Canadian minister is so shockingly ignorant for someone in his position. The flag planting was just a ceremony. Russia is staking her claims on the basis that this part of the Artic where she planted her flag is an extension of her continental shelf which, under international law, would have qualified it as part of Russian territory.
