I think the bigger question is that the money should be free and not a loan. You bomb the hell out of a country and then you expect them to reconstruct it all with loans?

derfred, you raise an excellent point that often leaves me similarly confused: why purport to offer an English-language news service if both aspects of it (that is, the "English-language" bit and the "news" bit) are often so woefully inadequate as to be useless?

errm... as with many news items on this site, this one on the EBRD leaves many unaswered questions.

first and foremost, it begs the question, why? why hasn't the 400 million been spent? is it because of corruption or poor governance or what?

i realise that the English language version of the site is only secondary to the Serbian, but what's the use in publishing an incomplete story?
