Has anyone wondered why Bush did not visit Kosovo but instead went to Albania? Its because it would be embarrassing to the USA if he had visited Kosovo, it seems much of the world is fooled into thinking that Kosovo Albanians really love the Americans, the fact is they do NOT love them, just ask the soldiers on the ground how much Kosovo Albanians love America.

Yes Ahmet Isufi, Serbia will in a cooperative partnership with UN forces and NOT NATO, will once again police and guard its borders with Albania and Macedonia. Kosovo will remain Serbian and the people of Kosovo will have supervised broad autonomy. Serbian citizens from all over Serbia will have the right to step foot into Kosovo without fear of violence and by 2010 Serbia will become a member of the EU, as well as the Albanians living in Kosovo. But before all this happens your foolish KLA will start a war that will last no more then 6 or 7 days, they will be put down hard and unfortunately there will be loss of lives, after this violence dies out, many radical Albanians will be jailed for probably a very long time, the same will apply to radical Serbs. This is what I expect to happen, as does the leadership in Serbia and Russia. Your constant threats of violence is predictable and favorable for everyone, since it will save face for the Americans and EU when they finally say independence is off the table. This is the ONLY way out for America and its supporters, don't forget that next year America is going through elections this will have a major impact on Kosovo.

Allow me to use a poker analogy to try and explain the situation...

Serbia has dealt Albania two aces (read autonomy). Being new to this game the Albanians think they can get better cards so they fold. Next dealer is Russia.....Albanians check their next hand and see a 7 & 3 off suit (read veto). They must now bluff their way and hope that everyone folds to their demands or else...but wait USA is the next dealer. The Albanians are saved...but what they dont realise is that all they're holding are jokers (read not in the game).

Hindsight would have taught the Albanians that they should have gone all in with autonomy on offer.

Gambling is a gamble...but remember the house (read sovereign country)always wins.

Here is an answer for you.

Full autonomy and guarantee entrance within 12 months into the EU. With EU to watch over the Autonomy.

Also if your only problem are the troops then let EU guard those borders for the time being and then we could have mixed ranks answerable to BELGRADE ONLY. As a comprimise, grant certain command possitions in Kosovo to albanians.

Partition is clearly going to be the solution, its just a matter of terms.

I've put much thought into an earlier proposal by Mike. I agree that in any partition plan, Pec and Decani should go to Montenegro. Relations between Albanians and Montenegrins seem to be at an all time high, and we share a clan system that might be able to function as a bridge between our two peoples. Joining Montenegro would give the citizens of Pec and Decani the most positive and prosperous of all possible futures, already property in Montenegro has gone up something like 400% in the last few years. Being that Montenegro is a tourist destination and already has Ostrog and some other important religious sites, adding Pec and Decani would be a natural expansion of that type of religious tourism. It also might help to bridge the current political divide between Serbia and Montenegro. Serbia needs to recognize that it was Montenegro that kept alive the idea of Kosovo and preserved our cultural and religious identity.

Montenegro could be the key to peace in the region, and we share much in common with everyone in the area.

The amount of time that Bush spent discussing Kosovo with Putin(10 seconds) should give you all a clue as to how much Bush REALLY cares about Kosovo. Why in the world would Bush wanna upset his oil executive buddies who are salivating at the mouth trying get in on Russian oil deals worth billions of dollars over the next 100 years considering the fact he will be gone from Washington in the next 17 months?If the Democrats choose Hilary to be their candidate they can kiss their chance of winning the White House in a general election bye bye.No northern liberal Democrat is ever going to win so the Democrats need to choose a Southern person like John Edwards or an Evan Bayh if they ever hope to step foot inside the White House again.Bush is happier having secured a couple of signed CDs by Bono for his 2 daughters during his recent trip to Europe than having to brave the the crowds cheering him in Tirana.Did they find his watch?

it's simple really and that you can't see it coming with the whole "EU" are reponsible it is an "EU" problem the reality is that in 6 months time we will be back to square one unless of course there is an obligation to international laws because 1244 was signed to end the conflict.

Thus we are looking at the clear compromise of EU supervision of the Serbian province. It is as simple as that really and in time all that you ask is possbile just as many said that no ethnic-Albanians will aprticipate in Serbian elections in time this changed - Kosovo & Metohija and the ethnic-Albanians are no different. Remeber we are on God's Earth and not hell and it is our responsibility to put differences behind to make it a better place for all.

All that matters to Serbs and not Athiest albanians is that Kosovo is our holy land. So for as long as Russia claims that it will not support anything Serbia doesnt agree to. Its clear to see that US can do nothing about it.

Can any of you give me a honest to god answer how serbia is planning on keeping Kosova with 2 milion ihabitants? Well Jon we are already doing that now, the Serbian province of Kosovo is currently being policed by 16,000 + NATO troops, UNMIK Police, and locals that are funded by such.

I was there for 22 months with US KFOR, I have escorted 800 Children to the Orthodox sites at Decani/Decan and Pec/Peje, I have escorted Internally Displaced Persons (IDPS) to their destroyed homes in Urosevac/Ferizaj, Srpski Babus. I have guarded Churches during Sunday liturgy and have escorted Priests and Bishops to cemeteries, destroyed Churches and monasteries. I know the price of a world policing action and it is poorly planned.

If 1244 was properly implemented we would not have Belgrade and Pristina/Pristhine in two seperate and dug in trenches.

It is time for the world to just admit the intervention in Kosovo was ill - planned and a new approach is needed.

Serbians living in KosovA are afraid but at the same time they don’t want to integrate in new KosovA, you agree no. Of course these Serbians in KosovA are not to be held accountable for Serbs that raped someone’s sister or wife, killed someone’s relatives but world is like this, unjust.Imagine if this happened to you.

It never ceases to amaze me how many posters "seem or think" to know what's going on -

The bottom line is just this - KosovO will remain a part of Serbia.
We need voices such as the persons who were in KosovO as an "outsider" to bring this information to the table when all of these brilliant discussions come about with all the leaders who say, "it's up to the diplomats" to decide the status of KosovO.

KosovO will remain a part of Serbia & please go back & study your maps - it's KosovO!

Yes, Serbia will take the milk out of their other minorities the Roma's babies and bread out of their pensioners to pay their MUP and paramilitary forces to send to Kosova. They would rather see their own Serbia sink into turmoil and disappear than let Kosova free. Jon, Serbia has no interest in controlling Albanians. Albanians will have politicians they deserve to control them. It is called authonomy and works well in many countries. It will work even better in Kosovo, with EU supervision.

You'd be better advised not to use the claim that Serbs come to Kosovo after Albanians, because Serbs can claim the whole of Albania in that case. In 1043, when first Shqips landed in Albania, it was Serbian land, as toponyms all over Albania show.

Saying that Albanians came to Albania and Kosovo before Serbs is the same as saying that the Anglo-Saxons came to North America before the Indians. One has only to take geographical maps to see how foolish such claim is.

No one is wasting any time. I think only Serbs and Russia are wasting their time, thinking that they still have the same influence as before, and they can occupy someone else’s territory. The West has finally woken up and knows the facts and the history based on facts and not the Serb myths. Every one knows that Serbs arrived in Balkans at 7th century and occupied the territory.
The Serb population should not dream about Kosovo, as it has never been theirs and it will never become theirs.

Serbs should think about the future without Kosovo, otherwise they will never progress. How can they control 2 million population with all the bad experience they had under Serbian Regime? Does the Serbian government have enough budgets to deploy enough staff to police Kosovo? Are they expecting that Europe will do it for them?
Think again. It is Serbs that are wasting their time and misleading their population with myths. As for Russian they credibility has fallen long time ago.

The answer to getting the UN SC resolution is quite simple and kate has mentioned it as "supervised autonomy" or as I like to call it Ahtisaari 'Lite +'
- Zero % partition
- 100 & Serbian State
- Plus EU guarantor

Yes Ahtisaari has many elements but the missing factor is the obligation that all UN memebers have to uphold the Sovereignity of a fellow UN member - without this obligation we will be in the same point in 6 months and still be facing a veto. For now UNMIK must implement 1244 fully.

The answer surely would be to take mutually agreed elements of Ahtisaari's proposal; roll it into the current proposed UN Resolution for further talks (minus the predetermined result!); and combine it with 1244 which is still yet to be fulfilled.

Then at least they could include a mandate for the EU to take over on the ground and gets things moving forward (ie. talks and return of refugees).

In six months, one year, five years... the same thing will happen. Serbia will refuse to accept independence, Russia will veto, and then what? I am not sure if these Western leaders are just dumb, or if they are stubborn and refuse to accept the truth. I don't know. But what I do know is that in six months or even in a year, we will be back to where we are now. If unilateral decisions among the Albanians in Kosovo is not accepted, then what to do? The USA can keep putting this decision off, but eventually it will just have to accept that the Serbs will NEVER give up Kosovo.

But I do find it interesting that in six months, or let's say next year, there will be a full blown American election going on. And we all know that Hillary is a big supporter of the Albanians in Kosovo. It would be interesting if these people started violence against the UN. That wouldn't look good for Hillary. Could this be put off to be timed with the election? I don't know, but it seems to be perfect timing. It will be interesting how this will play out in the American election.

If certain elements of the 'international community' hadn't (a) tried to push through a ludicrous resolution for talks with a predetermined outcome (!!?) and (b) promised to hand over territory which wasn't theirs, then things would be a lot more controlled.

Time to stop wasting time and money, and put in place the structure for real talks and security on the ground to provide safety for all people of Kosovo, and provide for the return of refugees immediately.

The fact is that Kosovo is a part of sovereign territory and independence must be taken off the agenda. Talks now should be about the structure of the province's future autonomy and how it will work between Serbia and the leaders in Kosovo.

First the EU, and now the UN secretary general states that unilateral independence is unacceptable. Also, the US, after all it's talk has not recognised Kosovo unilaterally. So after all the confident talk from the Albanians that the Russian vote was meaningless, it looks like they were wrong. This process has ground to a halt precisiely because of the threat of the Russian veto.

Question is, what's going to happen now? more discussions?

I still think that partition will be the key to providing long term stability in the region.

If certain elements of the 'international community' hadn't (a) tried to push through a ludicrous resolution for talks with a predetermined outcome (!!?) and (b) promised to hand over territory which wasn't theirs, then things would be a lot more controlled.

Time to stop wasting time and money, and put in place the structure for real talks and security on the ground to provide safety for all people of Kosovo, and provide for the return of refugees immediately.

The fact is that Kosovo is a part of sovereign territory and independence must be taken off the agenda. Talks now should be about the structure of the province's future autonomy and how it will work between Serbia and the leaders in Kosovo.

In six months, one year, five years... the same thing will happen. Serbia will refuse to accept independence, Russia will veto, and then what? I am not sure if these Western leaders are just dumb, or if they are stubborn and refuse to accept the truth. I don't know. But what I do know is that in six months or even in a year, we will be back to where we are now. If unilateral decisions among the Albanians in Kosovo is not accepted, then what to do? The USA can keep putting this decision off, but eventually it will just have to accept that the Serbs will NEVER give up Kosovo.

But I do find it interesting that in six months, or let's say next year, there will be a full blown American election going on. And we all know that Hillary is a big supporter of the Albanians in Kosovo. It would be interesting if these people started violence against the UN. That wouldn't look good for Hillary. Could this be put off to be timed with the election? I don't know, but it seems to be perfect timing. It will be interesting how this will play out in the American election.

The answer surely would be to take mutually agreed elements of Ahtisaari's proposal; roll it into the current proposed UN Resolution for further talks (minus the predetermined result!); and combine it with 1244 which is still yet to be fulfilled.

Then at least they could include a mandate for the EU to take over on the ground and gets things moving forward (ie. talks and return of refugees).

The answer to getting the UN SC resolution is quite simple and kate has mentioned it as "supervised autonomy" or as I like to call it Ahtisaari 'Lite +'
- Zero % partition
- 100 & Serbian State
- Plus EU guarantor

Yes Ahtisaari has many elements but the missing factor is the obligation that all UN memebers have to uphold the Sovereignity of a fellow UN member - without this obligation we will be in the same point in 6 months and still be facing a veto. For now UNMIK must implement 1244 fully.

No one is wasting any time. I think only Serbs and Russia are wasting their time, thinking that they still have the same influence as before, and they can occupy someone else’s territory. The West has finally woken up and knows the facts and the history based on facts and not the Serb myths. Every one knows that Serbs arrived in Balkans at 7th century and occupied the territory.
The Serb population should not dream about Kosovo, as it has never been theirs and it will never become theirs.

Serbs should think about the future without Kosovo, otherwise they will never progress. How can they control 2 million population with all the bad experience they had under Serbian Regime? Does the Serbian government have enough budgets to deploy enough staff to police Kosovo? Are they expecting that Europe will do it for them?
Think again. It is Serbs that are wasting their time and misleading their population with myths. As for Russian they credibility has fallen long time ago.

Yes, Serbia will take the milk out of their other minorities the Roma's babies and bread out of their pensioners to pay their MUP and paramilitary forces to send to Kosova. They would rather see their own Serbia sink into turmoil and disappear than let Kosova free. These EU leaders need to bite the bullet and support unilater independence, because if Russia intends on vetoing, then, EU has NO choice in this matter.

Jon, Serbia has no interest in controlling Albanians. Albanians will have politicians they deserve to control them. It is called authonomy and works well in many countries. It will work even better in Kosovo, with EU supervision.

You'd be better advised not to use the claim that Serbs come to Kosovo after Albanians, because Serbs can claim the whole of Albania in that case. In 1043, when first Shqips landed in Albania, it was Serbian land, as toponyms all over Albania show.

Saying that Albanians came to Albania and Kosovo before Serbs is the same as saying that the Anglo-Saxons came to North America before the Indians. One has only to take geographical maps to see how foolish such claim is.

It never ceases to amaze me how many posters "seem or think" to know what's going on -

The bottom line is just this - KosovO will remain a part of Serbia.
We need voices such as the persons who were in KosovO as an "outsider" to bring this information to the table when all of these brilliant discussions come about with all the leaders who say, "it's up to the diplomats" to decide the status of KosovO.

KosovO will remain a part of Serbia & please go back & study your maps - it's KosovO!

Well Jon we are already doing that now, the Serbian province of Kosovo is currently being policed by 16,000 + NATO troops, UNMIK Police, and locals that are funded by such.

I was there for 22 months with US KFOR, I have escorted 800 Children to the Orthodox sites at Decani/Decan and Pec/Peje, I have escorted Internally Displaced Persons (IDPS) to their destroyed homes in Urosevac/Ferizaj, Srpski Babus. I have guarded Churches during Sunday liturgy and have escorted Priests and Bishops to cemeteries, destroyed Churches and monasteries. I know the price of a world policing action and it is poorly planned.

If 1244 was properly implemented we would not have Belgrade and Pristina/Pristhine in two seperate and dug in trenches.

It is time for the world to just admit the intervention in Kosovo was ill - planned and a new approach is needed.

Autonomy will spare the Serbs lots of problems. Supervised by the EU will make it that much easier.

All that matters to Serbs and not Athiest albanians is that Kosovo is our holy land. So for as long as Russia claims that it will not support anything Serbia doesnt agree to. Its clear to see that US can do nothing about it.

Jon please tell me that you actually believe that US will go head to head with the resurgent Russia over 2 mil albans in Kosovo that hate them?

I am sure that you as every American solider in Kosova have done your job perfectly. Thank god for USA soldiers. Serbians living in KosovA are afraid but at the same time they don’t want to integrate in new KosovA, you agree no. Of course these Serbians in KosovA are not to be held accountable for Serbs that raped someone’s sister or wife, killed someone’s relatives but world is like this, unjust.Imagine if this happened to you.

it's simple really and that you can't see it coming with the whole "EU" are reponsible it is an "EU" problem the reality is that in 6 months time we will be back to square one unless of course there is an obligation to international laws because 1244 was signed to end the conflict.

Thus we are looking at the clear compromise of EU supervision of the Serbian province. It is as simple as that really and in time all that you ask is possbile just as many said that no ethnic-Albanians will aprticipate in Serbian elections in time this changed - Kosovo & Metohija and the ethnic-Albanians are no different. Remeber we are on God's Earth and not hell and it is our responsibility to put differences behind to make it a better place for all.

The amount of time that Bush spent discussing Kosovo with Putin(10 seconds) should give you all a clue as to how much Bush REALLY cares about Kosovo. Why in the world would Bush wanna upset his oil executive buddies who are salivating at the mouth trying get in on Russian oil deals worth billions of dollars over the next 100 years considering the fact he will be gone from Washington in the next 17 months?If the Democrats choose Hilary to be their candidate they can kiss their chance of winning the White House in a general election bye bye.No northern liberal Democrat is ever going to win so the Democrats need to choose a Southern person like John Edwards or an Evan Bayh if they ever hope to step foot inside the White House again.Bush is happier having secured a couple of signed CDs by Bono for his 2 daughters during his recent trip to Europe than having to brave the the crowds cheering him in Tirana.Did they find his watch?

Here is an answer for you.

Full autonomy and guarantee entrance within 12 months into the EU. With EU to watch over the Autonomy.

Also if your only problem are the troops then let EU guard those borders for the time being and then we could have mixed ranks answerable to BELGRADE ONLY. As a comprimise, grant certain command possitions in Kosovo to albanians.

Partition is clearly going to be the solution, its just a matter of terms.

I've put much thought into an earlier proposal by Mike. I agree that in any partition plan, Pec and Decani should go to Montenegro. Relations between Albanians and Montenegrins seem to be at an all time high, and we share a clan system that might be able to function as a bridge between our two peoples. Joining Montenegro would give the citizens of Pec and Decani the most positive and prosperous of all possible futures, already property in Montenegro has gone up something like 400% in the last few years. Being that Montenegro is a tourist destination and already has Ostrog and some other important religious sites, adding Pec and Decani would be a natural expansion of that type of religious tourism. It also might help to bridge the current political divide between Serbia and Montenegro. Serbia needs to recognize that it was Montenegro that kept alive the idea of Kosovo and preserved our cultural and religious identity.

Montenegro could be the key to peace in the region, and we share much in common with everyone in the area.

Allow me to use a poker analogy to try and explain the situation...

Serbia has dealt Albania two aces (read autonomy). Being new to this game the Albanians think they can get better cards so they fold. Next dealer is Russia.....Albanians check their next hand and see a 7 & 3 off suit (read veto). They must now bluff their way and hope that everyone folds to their demands or else...but wait USA is the next dealer. The Albanians are saved...but what they dont realise is that all they're holding are jokers (read not in the game).

Hindsight would have taught the Albanians that they should have gone all in with autonomy on offer.

Gambling is a gamble...but remember the house (read sovereign country)always wins.

Yes Ahmet Isufi, Serbia will in a cooperative partnership with UN forces and NOT NATO, will once again police and guard its borders with Albania and Macedonia. Kosovo will remain Serbian and the people of Kosovo will have supervised broad autonomy. Serbian citizens from all over Serbia will have the right to step foot into Kosovo without fear of violence and by 2010 Serbia will become a member of the EU, as well as the Albanians living in Kosovo. But before all this happens your foolish KLA will start a war that will last no more then 6 or 7 days, they will be put down hard and unfortunately there will be loss of lives, after this violence dies out, many radical Albanians will be jailed for probably a very long time, the same will apply to radical Serbs. This is what I expect to happen, as does the leadership in Serbia and Russia. Your constant threats of violence is predictable and favorable for everyone, since it will save face for the Americans and EU when they finally say independence is off the table. This is the ONLY way out for America and its supporters, don't forget that next year America is going through elections this will have a major impact on Kosovo.
