Since he traveled to and was caught in Serbia, and since he is wanted for war atrocities against Serbian soldiers who were withdrawing by agreement, he should be tried by Serbia.
The fact that Bosnia hasn't prosecuted him for 15 years since the crime and that he went of his own will to Serbia means Serbia is the best place to try him for his crimes.
