He previously had responsibility for the more important ministry of mining and energy, so I doubt if he cannot understand the importance of a ministry. For those years he also would not have been described as "mad". Are we reading too much into his attendance at this meeting perhaps?
Why does Serbia even have a minister for religion. England has an established church, but no such post. I don't really see how government should be involved in religion.
