Bosnia is already a divided country and will remain so for the foreseeable future. RS is more politically, industrially, and financially stable than Federation and local government officials have already recognized their local authority is the only legitimate authority. Such a scenario should be pushed in Kosovo too. Just like Bosnia being divided along a bi-zonal confederation, Kosovo should be divded between SErb and Albanian spheres with a loosely-organized federal government keeping tacit unity but delegating most day to day operations to each zone. If international efforts to decentralize Bosnia was so lauded, Kosovo should follow the same pattern. Unitarism cannot and will not work when the opposing sides disagree on so many issues.

This is the only means to peace in Bosnia. The cause of war was in fact an attempt of extreme Bosniaks in the government to rule the entire country. Too bad Izetbegovic took away his signature for a peace agreement after being cajoled by Warren Zimmerman. The Balkan Wars never would have escalated and the senseless loss of life would have been averted.
