I think Serbia should pay 100% of all rebuilding costs. This should happen the day after the NATO member countries pay $30 billion war damage reparations.

Yeah, and we'll wait for the Germans to pay back what they destroyed. And the Turks, the Austrohungarians and God knows who else.
Grow up. Try looking at the future instead of the past. Even if the bombing was a criminal act by Nato, there is no use for us, Serbs, to sit and wait for some $$-reparations that are never gonna come.
Build the bridge, get our lifes back on track.

Why is Serbia paying anything for the reconstruction of this bridge? This bridge was destroyed by NATO, and its reconstruction should be 100% paid by NATO countries who had a part it its destruction. It is completely unjust to have Serbia pay for this bridge, and then pay interest to EU banks to pay back the loan. It just shows how corrupt and unjust things are in the world. Hopefully things will change for the better as people become more enlightened to this kind of criminal activity by the west.

Ida, Jack: Conditional aid in this case is nonsense. The italians were simply cheaper/better than their Serbian colleagues.
Ida mentioned the bridges that were rebuilt in the period after the bombing... have you seen them recently? They are either in very bad shape (poor quality of work) or have already been restored since 2000.
The quality and prices that Serbian construction-companies ask, were very very unfavourable. Be happy with a bit of competition, it will cost us less in the end.
One more thing: usually these 'foreign' companies hire local firms to do most of the labour. Don't expect to see Italian workers contructing that bridge. So not all the money goes 'abroad'.
I also never hear anyone complain when Energoproject gets contruction-jobs abroad. It's a global marketplace, so better wake up!

Ida,

Welcome to the world of 'Conditional'Aid/Loans. We will lend you money or give you aid if you use it to employ our companies rather than local contractors. This bridge money is a classic example of conditional aid. EU gives loan, Money goes straight back into EU through a EU company doing the work but the debt and interest belong to Serbia. Twisted isn't it!

But why aren't Serbian construction companies used?

Milosevic rebuilt several bridges with Serbian companies, but this was stopped after Kostunica/Djindjic came.

Seems the current government will choose foreign over domestic companies and therefore increase the trade deficit and decrease the money made by Serbs.

Serb taxpayers funding jobs for foreigners is apparently what the current Serbian government is about.
