Of course its a show. And its a good one. First, it makes the Russians seem more influential than what they in fact are, by ostensibly buying a little time for Belgrade.

Second, it gives the Americans the opportunity to argue that they did play the Russian card once; hence expecting the Russians to play the US card in return.

It's all bargaining. No one seems to realize that the recent compromises the Americans offered to the Russians regarding the missle defense systems in central Europe are in fact much more powerful in terms of the 'leftover bargaining' to be done on Kosovo.

If you please the Russians on such strategic issues as to give them some sort of say in the way these new missle defense sites will be managed, Kosovo will be small fish to agree over.

Given that the post-1999 Kosovo is a western project, it will be settled on the West's terms.

Let's see who's right...

First, the UN SC team should see the real situation in Kosovo; second, whether the UN Res 1244 is implemented and to what extent; third, whether all "Kosovo standards" are realized; forth, if Ahtissari's plan meets the UN Charter, etc.
