Someone once told me that cooperation in the energy sector in SEE could have a spill-over effect into other economic and social sectors, and that this was indeed a big part of the EU integration and accession strategy for the Balkans, but that pricing was difficult to come to terms with on account of state subsidies and/or state control of the energy sector. Any thoughts?
