“Rule of law, economy, multiethnic society”

Former UNMIK chief Soren Jesen-Petersen told the U.S. Congress that Kosovo failed to make progress in three sectors.

I would just like to say that some people here are misinterpreting what Mr. Petersen said. He did not say anything negative about the kosovar albanians but he only pointed out the problems that happened or would happen if there is no immediate solution.
I am not saying this based in dreams as some people are based on, but I am based in the fact that Mr. Petersen is purely pro Kosova's Independence and that he is working with the Albanian lobby in the United States so therefore he is on the Albanians's side which means that he is on the right side. So people like Princip and some others should stop wishing that he is not for Kosova's independence because he in fact is for kosova's independence and he is working for it.
I am sorry to cut off some dreams of Princip and some others but this is the truth.

Sure he is right - international community is responsible for Rule of Law and Economy. Remember which are reserved competencies - Justice, Police, Privatisation and Energy (until recently). As far as Rule of Law is concerned, with the Departement of Justice (UNMIK reserved competency) there could be no progress. They are losers who could not get better jobs in their own countries. Some of them are simply losers, some others God knows for whose interests are working.
As for multiethnik society, don't be naive, lets not trace back the situation to early 20th century, but only since 1989, how many killed, imprisoned and tortured in Kosova. International community is there to help people build bridges and gain trust on each other, not intimidate and judge them. I understand for the Serbs is hard to swallow all this, after all only a few decades ago they thought of themselves as those who fought hand in hand with the allies, more educated (therefore more civilised), and for this reason could do anything they want and get away with it. The Serbs did not expect any punishment for their actions. Well it seems the world has changed!! At least a little bit!

Alibi you don't need an army to provoke an attack and run for the border when the fighting gets to hot and heavy? NATO will not stay in kosovo forever might as well get use to it. EU will be your master for awhile and when the standards are not met and no independence point fingers at Serbia for causing the failure. The enclaves will flourish and the albanians will be jealous and pay some fool cause problems and of course the serbs will have done this to themselves. I am sure they have there own part why associated with anyone else. Does not make sense cause problems. Serbia still has a foot hold in Kosovo i say give kosovo up and keep the enclaves and areas around the churches will be off limits to expansion.

He's not the first to do so either....more will come I am sure. A good example when was Germany's last FM came out and said Kosovo should not be independent but during the war he never said a thing about it.

Never the less this guy is not saying Kosovo should not be independent...unfortunately but I would LOVE to see his interpretation of the future for Kosovo....that should be a laugh.

Expanding on this, I would say that while occupying the post officials are inaccurate about the past and present but accurate about the future - while those no longer in the post are accurate about the past but inaccurate about the future. So when Petersen calls for quick resolution to Kosovo status, what he is really saying is that it will be anything but quick.

well, it seems like cowardice has a new name...

those poeple still think that the Albanians would cause more trouble, if they were told that there is no independence, instead of that there could be someone else very angry if a part of his property is taken away...

how naive is that?

unfortunately in the western capitals there seem to be more cowards than real politicians.
let´s see what future brings, unless Russia and China didn´t point out their view in the SC, there is no serious room for interpretation.

Petersen is stating the obvious. There was no advance in instituting rule of law because the war in a way has not ended yet. As long as Serbia threatens, Serbs themselves will be threatened. Serbia needs to stop claiming that Kosovo is part of Serbia.

There are no investments in Kosovo because there is general uncertainty about the future. Uncertainty scares investoars. By the way, that goes both ways. Uncertainty keeps investors away from Serbia as well.

Albanians don't trust ALL in the international community because the international community includes very negative entities such as Russia. Some, under the pretence of legality, wish to deny independence. What they forget is that, for instance, Hitler followed the laws but Schindler didn't. Or that the same principle of territorial integrity would have preserved the Ottoman Empire and we wouldn't have had a Serbia - or an Albania - today.

Personally, I feel that if the international organizations, NATO and the UN, guarantee a permanent security presence in Kosovo ensuring that Serbian troops will never return to Kosovo to kill Albanians, we as Albanians should sign at the dotted line. But that's not going to happen, American and European soldiers will want to leave sometime. That's why we need a Kosovo army: to protect Kosovo's citizens from Serbia. That's called independence.

I guess this is an indication of the "truth" that Ruecker presents today and will say otherwise when no longer in the post.
