Do you know why? There are 2 main reasons. The first one is that the international community doesn't allow Albania per se to get involved. It has been a constant weekly pressure since the early 90s from foreign officials in Albania. Second, the Prime Minister of Albania had a dossier that he was involved in the Serbian secret service. That dossier disappeared when he came to power in 2005. Rrugova refused to come to Albania as long as Berisha was there. Everytime there is an important decision reagrding Kosovo, Albania goes into a crisis or chaos. What a coincidence. Wasn't Berisha the one to appear on tv and tell Albanians to put money in the safe pyramid schemes? Wasn't he in 97 to order the opening of arms depots? All that trouble and disaster in 97, and the Western officials in Tirana never allowed for Berisha to be brought to court after 97. Why? They said that it would eliminate the political opposition and there would be no democracy in Albania if Berisha is gone. Why? Is he that special, that democratic? Aren't there other people capable for the job? Then comes 2005, the year of absurdity in Albanian history. Berisha becomes prime minister again, AGAIN. AFTER 97?? Guess what company undertook his campaign, the same one "griffiths &something(don't recal the name now)" that Serbia paid last summer millions of dollars. There are so many other instances and many people have come forward in Albanian newspapers to testify on Berisha's transgressions.
Moral of the story: historically Serbia has had a hand in Albanian politics.

What I have noticed by reading both the Albanian and the Serbian media is that there is a general sense of paranoia in the air. Mos Albanian news stories are about diplomatic meetings, speeches, or events that might suggest that Kosovo will never separate from Serbia, whereas on Serbian media most articles worry at any event that it is thought that it will take Kosovo away.
All those international lawyers and lobby groups are getting reacher everyday taking advantage of our situation.

Please remember that Ahtisaari's proposal is just that. A proposal subject to approval by UNSC.

When he put on a brave face to express confidence that his proposal would go down well with the international community, he was obviously referring to support from Washington, London and Brussels. He was not referring to the UNSC.

It is true, Serbs MUST wake up and ponder the reality that surrounds them, rather than sleep in the lethargy of their myths. After all, despite all the laments, boo-hoos, wailing and mourning from the Serbian side, that allegedly Kosova is historically part of Serbia, it just so happens that in the west somebody knows the real evidential history of your country; even though the official Albania(or Albanians) keeps the traditional shameful silence over this matter.
After all, Serbia, is a direct neighbor to Albania, not Russia. It is pitiful to see you guys seek refuge back to your "brothers" of the Siberian tundra. After all, Serbia lost every access to any seas or maritime ways, is landlocked, but more than landlocked is being politically and nationally isolated from not only the reality, but from all of its own neighbors.
You can see it yourselves... Everybody in the west declares that Serbia is out of reality.
Give it up, in the most extreme and lucrative of your dreams, you'll get involved in another war... This will be the end of Serbia as you know it today. i don't want to remind you that Serbs don't make up more than 66% of the Serbia's population... and even this figure is according to Serbian official ethnic registration. Maybe it's time for this 66% to show to the others they still have some cultural and moral values left. Otherwise, the loss won't be only territorial, will be moral and could cause a tragic segregation of ethnicities and cultures in the new Serbia and way over the new borders... Serbia-international community, worse of which, between Serbia and bordering-neighbors.

first of all, this man doesn´t decide, when will you get it finally?

second: you will see how important the balkans are for the EU, if there should be no consensus within the EU and/or the UNSC( as it looks like ), they simply won´t build up an UNMIK successor on the basis of a disputed international situation. it´s that simple, you will witness it.
but, I am afraid it serves no purpose to tell you that, since your post seems to be based on whishful thinking itself.

I hope that you the serbs realize that its much better for serbia to be seperated from Kosova so we can both as two seperate countries focus in real issues that will improve the lives of the people instead of just spending money on how to defeat each other.
U the serbs have to understand that we can not live together with you because you call us terrorists for no reason at all. You only want the land of kosova, and not the people that live in. You have to understand that its impossible to make 2 million albanains live again under the people like costunica.

I suggest to you not to listen to how Kostunica translates the russian comments but listen directly to what the russians have to say.
ALso, do yu really think that russians care for you serbs? If you really liked each other than you the serbs would stay there in Russia living together and wouldnt come down to Balkans.
They only use you for interesnt, nothing else.
I if i were a serb i wouldnt really hope too much in Russia at all, especially knowing the fact that Russia did not help you against the NATO bombings.
Also russia took its troops out of Kosova when Putin was in power, so dont hope that putin is a more pro serb than Yeltsin.
It would be nice to start living in real world, i think the time of myths has passed so its nice for the serbs to wake up to reality.

This reminds me of the days when Hillary Clinton was asked if she would ever run for president; she would deny it - but at the same time, she wouldn't close the door to the opportunity (for those who are not informed, she is in fact now running for president of the US in 2008). Although in this case, President Ahtisaari, short of mentioning it, is saying independence. I wonder what, if any, strings would be attached ...

Let us see what happens in the Security Council - it should be interesting to hear the official Russian and Chinese points. Let the good times begin.

I think Ahtisaari already decided what to put in his final proposal to the UN long before the Vienna negotiations. Those negotiations were just a publicity exercise and a waste of everyone's time.

You must one of those who protest his proposal without reading it. Wake up, man, Kosovo is becoming independent with or without Russia's blessing.I understand your objection to independence, but don't understand your belief that such a thing is not going to happen.

Ahtisaari told B92 that his proposal, to be submitted to the UN Security Council during March, will “contain a certain word for status”.
“The Contact Group has made it abundantly clear what that status word will be based on, respecting the will of Kosovo’s majority”, the UN envoy told B92.
There hasn't been a more convincing statement than this of Mr. Ahtisaari. If I ever had a doubt that WEST is going to backstab Kosovo in the end, this statement abolished that doubt. A win-win solution proposal was thrown away by Serbian Gov. I hope they know what they are doing because this proposal “contain a certain word for status” and this word is based on, "... respecting the will of Kosovo’s majority." Russia isn't going to VETO this proposal but they are going to simply ABSTAIN, wait and see.

The status word should be immediate EU membership for the 7 CEFTA countries.Would ANYBODY in the EU object if Norway and Switzerland wanted to join tomorrow?I think not.It is imperative for the Europeans to take BOLD steps in the remaining potential trouble spots on its doorsteps and pour in massive materiel and personnel into these regions.Why does the US STILL have 70k personnel in Germany and 11k in the UK?Is the Warsaw Pact planning on attacking these 2 countries 60 years after the end of WW2?ALL Europeans should be focused on a LONG term solution for these areas and not rush to create a bigger quagmire than already exists.

This makes it transparent. The UN term for "negotiation" is really different from the term commonly found in the dictionary. The UN term for 'negotiation" is simply a synonym for "diktat." Clearly, Ahtisaari was the wrong person for the job.

I hope that you the serbs realize that its much better for serbia to be seperated from Kosova so we can both as two seperate countries focus in real issues that will improve the lives of the people instead of just spending money on how to defeat each other.
U the serbs have to understand that we can not live together with you because you call us terrorists for no reason at all. You only want the land of kosova, and not the people that live in. You have to understand that its impossible to make 2 million albanains live again under the people like costunica.
Even you the serbs do not like that much Kostunica so how do you expect us to agree to live under him? You the serbs do not follow the international rules at all, examples- not sending the Criminals to the hage- so how do you expect us to live under the people that do not follow the international law?
As you are referring to what MR. Lavror said. Just 3 days ago he said that " we will not be a part of the group that will make Kosova independent". Do you know what this means? if not here it is: it means that they will not vote for or against it but they will abstein.
I suggest to you not to listen to how Kostunica translates the russian comments but listen directly to what the russians have to say.
ALso, do yu really think that russians care for you serbs? If you really liked each other than you the serbs would stay there in Russia living together and wouldnt come down to Balkans.
They only use you for interesnt, nothing else.
I if i were a serb i wouldnt really hope too much in Russia at all, especially knowing the fact that Russia did not help you against the NATO bombings.
Also russia took its troops out of Kosova when Putin was in power, so dont hope that putin is a more pro serb than Yeltsin.
It would be nice to start living in real world, i think the time of myths has passed so its nice for the serbs to wake up to reality.

first of all, this man doesn´t decide, when will you get it finally?

second: you will see how important the balkans are for the EU, if there should be no consensus within the EU and/or the UNSC( as it looks like ), they simply won´t build up an UNMIK successor on the basis of a disputed international situation. it´s that simple, you will witness it.
but, I am afraid it serves no purpose to tell you that, since your post seems to be based on whishful thinking itself.

It is true, Serbs MUST wake up and ponder the reality that surrounds them, rather than sleep in the lethargy of their myths. After all, despite all the laments, boo-hoos, wailing and mourning from the Serbian side, that allegedly Kosova is historically part of Serbia, it just so happens that in the west somebody knows the real evidential history of your country; even though the official Albania(or Albanians) keeps the traditional shameful silence over this matter.
After all, Serbia, is a direct neighbor to Albania, not Russia. It is pitiful to see you guys seek refuge back to your "brothers" of the Siberian tundra. After all, Serbia lost every access to any seas or maritime ways, is landlocked, but more than landlocked is being politically and nationally isolated from not only the reality, but from all of its own neighbors.
You can see it yourselves... Everybody in the west declares that Serbia is out of reality.
Give it up, in the most extreme and lucrative of your dreams, you'll get involved in another war... This will be the end of Serbia as you know it today. i don't want to remind you that Serbs don't make up more than 66% of the Serbia's population... and even this figure is according to Serbian official ethnic registration. Maybe it's time for this 66% to show to the others they still have some cultural and moral values left. Otherwise, the loss won't be only territorial, will be moral and could cause a tragic segregation of ethnicities and cultures in the new Serbia and way over the new borders... Serbia-international community, worse of which, between Serbia and bordering-neighbors.

the reason why some Albanians do not bring up that nonsense, is not that they are ashamed of their history, but only because they seem to know more than you do. it´s that simple.

Please remember that Ahtisaari's proposal is just that. A proposal subject to approval by UNSC.

When he put on a brave face to express confidence that his proposal would go down well with the international community, he was obviously referring to support from Washington, London and Brussels. He was not referring to the UNSC.
