Telekom Austria unhappy with Kosovo tender

Telekom Austria has filed a complaint over the <a href="http://www.b92.net/eng/news/economy-article.php?yyyy=2007&mm=02&dd=07&nav_category=107&nav_id=39495" class="text-link" target= "_blank">second Kosovo mobile license tender results</a>.

Yes that correct beck, it happens in Kosovo. All you worry about is getting the tender doing the work is a differnet story. Another case in point, another tender was award to construction company to repair pot holes on the main supply route you probably use asphalt or "hot mix" to patch the holes well no they used sand now tell me how long that would hold up. Beck if you were ever in Kosovo that i just the tip of the iceberg. I am glad you think it is funny but for one neighborhood who was out of water for 2 months because again the winning bid ran out of money and coudl not repair the water pipe it removed to bring more water to the street.

You mean to tell us that they had enough money for the bribe but they couldn't afford buying couple more shovels?

Well if you want to win a tender in Kosovo you must pay for it and the Austrin group did not want to pay so they lost. Example on how tenders are won in Kosovo. A snow removal tender was awarded to a company with 2 trucks and 4 shovels to remove snow from the main roads of kosovo unlikely how they would do it and it was not done. KFOR ended up removing the snow that the company who won tender could not perform. I am sure once the EU takes over and there are real sticklers on awarding contracts fairly will come into play. If i am not mistaken all tenders must be approved by the directors which of course will be EU appointed and from one of the countries OUTSIDE Kosovo. Also there will also be a oversight commision to manage this tenders. You thought the UN was bad.
