Yeah, but you have to drive through the Bosnian coast on the way to Dubrovnik, with development you'll get tourists stopping by while driving up and down the coast. Its a smart move that I myself have thought about.

But seriously, this is a waste of money, the most this might attract is some Bosnian visitors, who usually don't have the money to fork over to stay at some resort. Everybody in the ex-Yugoslavia either goes to Croatia or Montenegro already.
