The best place for children to grow up is in a family. It has been shown over and over that institutions cause serious developmental delays in children. An institution, whether it is called a shelter, orphanage or homeless center should only be used as a LAST RESORT. These same funds could better be used to support families before they feel the need to abandon their child and to support alternative families within the community. Shelters and orphanages serve the needs of society to protect these children from the street, but they are not established to fulfil the rights of children as fully functioning citizens.

I agree. Instead of countries bashing on about their responsibility to bring democracy (a very strange version) to other nations, usually through violence and military operations which waste millions and only bring more suffering, we should see all children in all countries as a genuine international responsibility. Unfortunately, the oil and other lobbies seem to have far too much sway to allow this to happen, even though most normal people would happily support such a move.

The goverment should do everything it can for all children as they are serbias future. The goverment must help families financially to raise children and not make promises which they dont deliver.

I agree.
