The KPS according to the document will be disbanded which is just the remnants of the terrorist UCK and KLA. However, that does not mean much when one of the former mercenaries of the UCK and KLA is the current leader, Ceku.

The creation of Northern Kosovo Mitrovica to protect the Kosovo Serbians along with jurisdiction of a police force.

Protection of the cultural and historical sites can only be achieved if some Serbian police are allowed back to protect those sites as stipulated in UN resolution 1244.

If Kosovar Albanians are serious about independance, it's not being shown on the ground. The return of over 250,000 Kosovar Serbs would be a first step. The second step is to rebuild over 100 Serbian Orthodox Churches razed to the ground by Albanian extemists. If this happens, I don't think any democratically elected Serbian Government would be against independance of Kosovo given the conflict and the predominantly Kosovar Albanian population on the ground.

I say redraw all the maps in the Balkans. Serbia gets Krajina and Republika Srpska (pre war borders). Croatia gets their share of Bosnia. Bosnians get what's left. Albania gets Kosova, south Serbia (Preseva, Medvegja, Bujanovc), the Albanian part of Macedonia, and the Albanian part of Montenegro. That seems fair to just about everyone and leads not no more freaking war and quarrels. Make the maps based on ethnic lines...not what East/West powers think.

Only Kosova and Vojvodina can become independent. These were the only regions of FRY that were Autonomous. This means they were both Federal Units and like the Republics had the right to secede according to the 1974 constitution.

Bosnia is independent now!!! Kosovo and RS are very different. RS is founded on ethnic cleansing and should be abolished. Only serbian arogance is to blame for Kosovo independence and all the Great Wars of Yugoslavia Devolution.

The SFRY 1974 Constitution was a pseudo document.It gave theoretical dimensions to the governing of relations between the areas but it never actually foresaw the disintegration of the overall state.Does anybody honestly believe that if any of the regions would have moved to secede under the provisions of that document that Tito would NOT have sent them to the gulags?Forget about a Communist era piece of paper which did not end up being worth the piece of paper it was printed on based on the savage debauchery you Yugoslav/Balkan people engaged in even after living in the same state for 80 years in one form or another.Use newer arguments for dividing the land in a more equitable way if you cannot live together without one group claiming supremacy over another.

Where did you get the 250000 number from?? Accordin to serbian government; in Kosova where 192000 serbs in 1992. And again serbian government sourses are sayin that are 150000-170000 left in Kosova.Did every serbian family in Kosova have 50 children from 1992-1999?? Do your maths and dont talk nonsense! Bend the truth until it breaks. Albanians were driving Serbs from Kosovo for many years, in fact the term 'ethnic cleansing' has its earliest uses when describing the Kosovo Albanian administration's actions agains Serbs.

Under Tito's 'Brotherhood and Unity' Serbs paid an extra tax for Kosovo because it was an 'undeveloped region' and contributed positively to the area - but at the same time Serbs were leaving because their 'neighbors' deliberately made life impossible for them.

An independant Kosova will be founded on racism. There may be independence, but there is no moral high ground.

An independent Kosovo will be founded on RIGHT not racism. RIGHT has also MIGHT. Kosovo doesn't have anything (economy, military,religion diplomacy (Russia, China,..)) but RIGHT. A Kosovo independence will be founded on high moral RIGHTS since the free world feel that the serbian people are mesmerized by myths and can NOT think rationaly.

Ratko is spot on.The case of Kosove is different from RS,you can dissagree all day if you want.My I remind you ,that was the barbarism of serbian forces in Sebrenica(where about 8000 civilians died,especially tight up old people and children that were given sweets before were killed in a mass murder grave)that made USA and Nato intervine in Kosove.Serbs for once should keep the head down and start taking the blame for the horrible wars in Balkan.I am sure once people start seeing those changes in the democratic parties in Serbia,they start ivinting slowly Serbia in the big family called Europe.Too much nationalism is not good for Serbia or any other balkan states ,Albania involved.Is like a cheap alcohol that them more you drink ,they more yo reason about things.
