sorry, because you do not want to understand it. how long are you waiting now? what have you got? the US is duping you and you´re just not getting it.

just another hint: Mr. Alkisahri can propose a lot, but in the end it´s a proposal. and nobody with a sound mind doubts that. one can get the impression that this finn is believed to be like a genie in the bottle in the albanian community. let me tell you, he´s not! he´s done a bad job, since we ( both serbs and albanians ) are now where we have been months ago, just at the beginning.
I can understand your anger, since you´re wating a long time for something you won´t get, but do not blame the serbs for that. it´s the failed us-american policy that has tricked you.

If you know how politics work you would understand why the big power US dont mention the word Independence until the Serbian election is over due from Radicals to come to power and make it harder for Serbs and the nation for a long time ahead. Just google the news befor they posponed the status proposal and you'll find the word "Independence" from all of them who know say we are waiting after Ahtisaari presents his recommendations (We all know what that would be). I know you guys know it better why they posponed the final status after the election, cmon even a kid would understand why they did...

it´s a really rare thing to see, that a powerful state like the USA, or to be more precise, in that case Mrs. Rice is giving dead-lines and then suddenly altering those dates previously determined...

and the lower levels of US-political figures repeating it once again... don´t you hear the bell ring?

Serbia simply does not have to " invade " a territory that belongs to it. if there are "trained" albanians in kosovo, and I wouldn´t doubt that,change your leaders, since the current ones aren´t preparing you for the truth.

everybody who is capeable of reading, does know on which territory he´s living.

and if 1244 ain´t giving him some kind of insurence, the serbian constitution changes that.

but good to know that (wow,what a surprise) there is going to be that, what Ahtisaari & the kosovars told us won´t happen: real negotiations!

i hope the serbian side will adjust their offer, because widest autonomy was possible in 2006, and now we have 2007, so there should be some corrections on that.

the more the albanians dream, the less they should and will get.

You fellows are missing the big picture, Serbia will no longer have any control over Kosova. Therefore, Kosova will no longer be part of Serbia. This is exactly what the Albanians want.
Please don't frustrate yourselves by trying to cling onto any bit of contradictory "news" that comes out daily. I realize that many Serbs are hoping to find some little bit of "news" that will support their fantasies, but in the end this leads only to despair.

The handwriting is on the wall, read it.

Serbs in Kosova are selling their houses to Albanians at unprecented numbers.

The International Red Cross has plans ready to accommodate up to 60,000 Serbs for a mass exodus out of Kosova, inspite of the fact that the Albanians wish them to stay in Kosova
and share a better life than they will find in Serbia.

The vote on January 21st will most likely go to the Radicals and Nationalists. What kind of life will that be for anyone living in Serbia.

The doors to the E.U. will be slamed shut for a long time to come. With no access to the Adriatic, Serbia will have to navigate the Danube which is ladened with bombed oout bridges.

What kind of future is that for Serbia!!!

in the end serbs are closer to you than america.

wouldn´t it be wiser to cooperate and work together instead of dreaming the dream of things that others , who never lived there and certainly won´t stay forever promised you?

The reality of the political situation in the world today does not seem to be in favor for the birth of more sovereign nation states if this cannot be done without violence.Taiwan,Palestine,Kurdistan,Kosovo,Chechnya,Tibet,Western Sahara,Southern Sudan,Xinjiang,TransDniester,Ossetia,Abhkazia,Catalonia,Kashmir just to name a few of many more.Which ones deserve independence?The ones who suffered the most?As a humanist/pacifist I would say they all do but as a realist/legalist I do not have an answer.International law for the time being is mainly a big power interpretation.In other words"might makes right".For example China is powerful so how many nations have recognized the independence of Taiwan even thought Taiwan meets the criteria as prescribed by international law(control of borders,defined territory,etc. etc.

You are also right to point out the striking difference in tone and words of Burn. I note you have read the comments made by UN envoy Remi Dourlot and again you would be right to state the continued change in wording and tone now there is talk of presenting the "DRAFT" proposal upon which all sides will be able to comment on. I really look forward to any constructive comment from the likes of Sidi, Prof Naim Albion et al given the continued backtracking of US policy. I only wish the US could be honest and open with the ethnic Albanians on the false promise of independence.

All legal acts can be revoked in part or in their entirety by a later legal act. 1244 is no exception. If the UN decides to adopt another resolution presenting another solution THEY CAN DO SO.

Below there is a standard legal provision that is included in most legal acts replacing a prior act, i didnt make this up, this is standard legal procedure:

This law and the (Subject matter) rules issued under this law shall supersede all prior legislation and rules governing (Subject matter)in (Country). Such prior legislation and rules shall cease to have any force or effect as of the effective date of this law.

- ahtisaari's plan is a prescription for continuing instability. independence will not be recognized, it will not have a foreign ministry or army, and an EU- Office will control its political life. it will enable Belgrade to get what it actually wants: a Kosovo with "more than autonomy and less than indep" through a decentralization plan that enables Belgrade to maintain control of the Serb majority in the north.

it will be forced to lobby for its independence country by country and for admission to intn'l institutions. Every time even one Serb screams about their rights, Kosova will be charged with not living up to European standards, and support for its
independence will diminish. it is poised to become another Bosnia -- a
failed, aid-dependent state with an intn'l presence for years to come.

the intn'l community is on the verge of producing a dreadfully complicated mess that will never get
righted.

The only confusion is that the US hoped that they could change this and promised this to the ethnic Albanians but clearly now have been shown up for a false promise.

I think there will be a protracted period of goverment forming in Serbia after the elections and only at that point will Athisarri even start his negotiations.

That said Serbia has made its stance very clear and this is principled and stands on legal arguments so Mr Burns can carry on hoping!
