Gypsies have the same issues in nearly all the countries in which they live. The EU in my opinion is the proper forum for helping these people as borders mean nothing to them.
Serbia is the home of thousands and thousands of refugees from Kosovo, Bosnia and Croatia -it has a lot to deal with already. It will help the Gypsies but they also have to help themselves (will for education, etc)
