I agree, The EU is unproductive even member states are arguing amongst each other. I dont really wana see Serbia in the EU, I would rather have my own country than Europe as a country.
No matter what the EU may say publicly, I think privately they don't want to enlarge further -- too expensive. And cumbersome: the present EU members can't even reach consensus on changes to the EU constitution, imagine what would happen if more members join. I hope the Balkan countries don't get their hopes up too high as they will probably be in for a big disappointment later.
