Constitutional referendum, day one

Today and tomorrow the serbian people will vote.
I cant understand whay they start a poll and the serbian can vote when it has nothing to do with Kosovas independent. Athisari will this year decide the status of Kosova and it will be 100 % independent from Serbia.

"Around 30 citizens arrived in Gračanica from Priština this morning to vote. 300 Serbs and a number of Albanians will vote in the same locations."

So are the Albanians voting or not?

if constitution fails.. for me as albanian means that serbian people have changed a lot.. they just need to elect the politican that better represent their country..
also kosovo independence will mean that it will be also their heart, shared between serbs and albanians..
