This doesn't sound that bad for the minorities as long as it's drafted in the Kosovo's constitution and garanteed by the international community. Other than that, it's just a cheap talk to calm down Serbs.

This sounds wonderful! Maybe Serbia ought to do the same thing in Presevo walley. The number of Albanians in Presevo walley is a lot higher than in Mitrovica. Why can't they have their own University? If Serbia truly believes in Democracy, then, it's now the time to match the offerings of Kosovo parlament with their own for Albanian minorities in Southern Serbia.
