It appears that Ahtisaari is trying his best in what seems to be a very delicate problem.
Kosovo Serbs are obviously making a historical mistake not participating in local institutions, or perhaps they are too sure that Kosovo will remain an autonomous region of Serbia. What if hypothetically Kosovo becomes indipendent, what choices they would make then, participate, or leave their land which as much is theirs as of the Albanians who are born there. Serbians ought to see themselves as Kosovars of a Serbian nationality, rather than alianate themselves with their destructive non-participative actions streaming from Serbia. Ahtisaari's comments about all "the Serbs being a guilty nation" are a misspoken blunder, and shouldn't be blamet all Serbs for what Milloshevic and his supporter's have done in Kosovo and elswhere in former Yugoslavia. However, sometimes a nation can be taken responsible even if they didn't participate in horrendous crimes that Milloshevic and his supporters have committed. How? A relative silence of Serbian nation during these wars. When a half million of Kosovo Albanians were forcibly deported, we didn't see any Serbs protesting in Belgrade or anywhere else in Serbia against Mr. Milloshevic.
I assume that's what Mr. Ahtisaari meant. I believe that the only manner Kosovo Albanians and Kosovo Serbs will find peace is by learning to live with one another in a multi-etnic society as it is in the States or Canada. If they wait for Belgrade Serbs to bring them peace, they'll get just more suffering and bloodshed.
