Homeless dogs and new strategy

Wow, this is a really great idea. I remember a few years ago the mayor of Bucharest came under international criticism for stating that all stray dogs would simply be killed. The Belgrade plan is humane, civilized, and is something that wouldn't even be considered in some of the most advanced democracies. As someone who has visited Belgrade before, and as a big animal lover, I applaud this humane strategy!
