More BS from Great BS. This is another crap western MSM aka the telegraph, a truly rag of a paper, trying to "explain" why the west has lost in Ukraine. What amazes me is that the UK elite actually think they are on equal footing of countries like the US, China or Russia.
Russia spends very little in comparison to most wester nations on the military. The reason why it has good weaponry is because the government OWNS the MICs and if they need say a particular drone, its get made for $3,000 while in the US the same thing would cost $100,000. Why? Because its private enterprise and its all about profit profit.
