"Sort of agreement"? What a language is that forca head of state? I think EU should punish Serbia for not signing the agreement. The carrot doesn't work with Serbia.

There us a way around it. EU should commit to Kosovo that once it has completed its part of the agreement, five EU countries that have not recognised formally Kosovo independence, will do do, swift accession to NATO and EU.
