I personally can not immagine what 'normalisation' between Kosovo and Serbia mean without recognising without Serbia recognising Kosovo independence. I can simply guess that Vucic is affraid of his public in Serbia which unfortunately has been brain washed that "Kosovo je Serbia". It will probably next generation to realise the reality that Kosovo is independent from Serbia and accept the truth.
