Desperation.
For years, the EU let this issue simmer and left the Western Balkans to itself so that others came to play. Now they panic because they realize that the region could see conflicts flaring up again. Also, the US is now redirecting its attention to the WB again. Why didn't the EU and France and Germany put more pressure on Kosovo to establish the CSM as was agreed?
This letter means nothing. They offer Serbia nothing in it. Not even empty promises.

To me the messege is clear. If Serbia really wants and cares about peace and stability, must recognise formally Kosovo independence and solve any outstanding issues with Kosovo based on mutual respect and reciprocity principle. Both countries and other countries in the region in Open Balkan and Open Europe if you like and historical problems solved once and for all. Happy days!

Once the winter season arrives in Europe, Kosovo will be forgotten, Germany and France will be dealing with riots and a state of emergency will be declared.
