Serbia and Bosnia-Herzegovina "surrounded" by NATO

So, Serbia and BiH are surrounded by NATO.
A discussion paper was written 4 years ago by a lecturer at Naval Postgraduate School, California. He said the situation is serious and desperate because the militaries of Poland, Latvia, Lithuania, Estonia, Romania, Bulgaria, Croatia, Slovenia, Albania and Montenegro all suffer from not just old equipment but money plus they are too poor to increase spending. Nothing has changed since.

The Rand Corporation and American Enterprise have run simulated models of war between Russia and NATO. All have shown NATO would lose, and lose badly. The purpose of NATO countries are to hold any Russian advance long enough for Americans to arrive. Hypersonic missiles will sink all ships full of Americans to the bottom of the Atlantic.
NATO is only on paper. The UK has only one Battalion capable of deployment – why? Big cut backs. The US? They can only field 3 brigades or 15,000. Why? Cut backs. Now before we have the US spends $790 billion. Yes, they do but that not on the military. That money is for the industrial military complex which produce shit like the F35. The US military have to make cut backs.
